Job Description

Under the overall guidance of the Habitat Programme Manager and day-to-day supervision from the
Project Coordinator, the incumbent will carry out the following tasks: 

  • Day-to-day on-site visits at construction sites to inspect the work carried out by contractors meet national building codes and local standards. This includes checking the quality and quantity of materials, construction methods, and the final finishing (including civil, electrical and sanitary work) of prefabricated structures.
  • Provide input on engineering documents of community infrastructures (irrigation canals, Common Facility Center, Iron Smith Workshop, Trail, Water mills etc.) such as site survey drawings, cost estimation, Bills of Quantities (BOQs), and architectural/engineering designs prepared by local implementing partners to ensure accuracy, feasibility and safety.
  • Carry out regular site visits to monitor construction progress, identify potential issues and provide timely inputs and accurate updates on the status of ongoing work.
  • Support to collaborate with stakeholders, like local government officials, UN-Habitat and UNDP teams, and community members and assist to foster smooth coordination and teamwork for the successful delivery of project activities.
  • Support to document the process and field evidence to prepare monthly, quarterly progress reports in coordination with the HPM and Project Coordinator, for donors reporting. 
  • Coordinate with and technical oversight to the work done by Social and Livelihood Associate deployed by UN-Habitat at the field and support for the community consultation process and livelihood initiative. 
  • Perform any other assignments, as requested by the Habitat Programme Manager in consultation with the Regional Advisor.

Qualifications

Education
Bachelor’s Degree in Civil Engineering and must be registered in Nepal Engineering Council (NEC).

Knowledge, kills and Competency

  • Professionalism: Preference will be given to those with experience the field of planning and designing of public infrastructures and prefab structures and traditional built culture; Experience of inclusive planning, local governance, climate change related project will be an additional asset; An established track record in project management of similar nature; Good human relations skills, especially the ability to relate to a wide range of team members and partners; Progressive thinking, ability to work as part of a team and also to achieve work outputs with limited supervision, and a pro-active, energetic and innovative approach to work;.
  • Teamwork: Able to work both independently and as part of a team and establish harmonious and effective working relationships both within and outside the organization. Ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. The candidate needs to have experience of working with multiple stakeholders including government, civil society and other partners.
  • Planning & Organizing: The candidate should be able to develop clear goals that are consistent with the agreed strategy; able to adapt to a new task and work context quickly and finish all duties within the given timeframe.
  • Client orientation: Experience in working with government institutions at national and local level is an advantage. Capable of working in a team and undertaking initiative to ensure smooth relations and open communication within the team and with partners is required. Professional and courteous attitude and demonstrated ability to work effectively in a stressful environment.

Years of Experience and skills

Minimum four (4) years working experience in reconstruction and livelihood recovery, experience in tender document preparation and review, construction supervision and quality control during implementation of infrastructure development (preferably prefab structure and community infrastructure like irrigation canal, local roads, facility center, haat bazar etc.). Work experience with the local government and in participatory process in public infrastructure planning/designing/construction, accessibility, inclusion will be preferred. Previous experience with UN agencies is an asset.

Languages

Excellent command (written and spoken) in English and Nepali language is required.

Computer skill

Good knowledge and experience of working with AutoCAD and other similar engineering applications (eTabs, SAP), MS Word/Excel and good command on handling of survey tools and equipment.
