Job Description

Responsibilities:

  • Lead capacity development support to partner municipalities
  • Assess capacity and reform process in partner municipalities, identify needs, and build agreements on steps, conditions and scope of engagement
  • Provide technical/advisory support to municipalities on selected topics (e.g. building regulations/permits, revenue improvement, gender responsive budgeting, organizational development, disaster preparedness/resilience, etc.) as a process advisor
  • Lead support measures (e.g. training, peer-learning events, workshops, visits, etc.) and ensure their implementation in timely, systematic and cost-effective manner as outlined in the operational plan
  • Coordinate with other GDC Programmesin the respective region/s for combining support processes
  • Report on progress of activities and provide regular feedback to the Projectteam
  • Regularly monitor results of the activities and provide information to the M&E responsible person on a regular basis

Required qualification and experience:

  • University degree preferably in public administration, urban/regional planning, or any other relevant field
  • Minimum 5 years professional experience in a similar position
  • Sound knowledge of local governance capacity development context
  • Knowledge of ongoing government restructuring and reform processes
  • Strong training & facilitation skills
  • Expertise in analyzing data and using statistical software
  • Proven skill in process advisory and ability to work in a diverse team
  • Excellent Communication skills in English and Nepali (both spoken and written); knowledge of Nepal's regional/local languages will be an asset
  • Excellent Computer skills and knowledge ofrelevant ICT systems
