Job Description

Organisational unit: LWF Nepal/Emergency Response and DRR/3R                                       Reports to: Emergency Response and DRR Program Coordinator                                           Duty station: Country Office, Kathmandu with at least 50% field visit in project VDCS of Dolakha, Sindhupalchowk, Lalitpur, Kathmandu & Rasuwa districts.

Job summary
Under the overall guidance and supervision of the Emergency Response & DRR Program Coordinator (ERDRRC), the Project Manager for the Nepal Earthquake Recovery, Reconstruction, and Resilience [3R] Project shall work for smooth operation of 3R project. The Project Manager carries out tasks in accordance with the policies and systems of Government of Nepal, LWF Nepal and its support agencies. S/he works closely work with other LWF Nepal relevant departments and projects if necessary. S/he will also carry out other duties asked by ERDRRC and LWF management.

 

A. Purpose of the job
1. Project Management: Serve as program operation focal point for ACT ALLIANCE/LWF NPL 161 funded project and provide all necessary technical inputs, guidance and support for the project team and implementing partners.
2. Project Implementation: Coordinate planning, implementation, monitoring, documentation and reporting of ACT ALLIANCE/LWF NPL 161 funded project.
3. Thematic support: Provide all necessary technical and managerial guidance to the project team and implementing partners. More specifically take lead on early recovery and livelihood restoration sector from country level.
4. Coordination: Establish operational linkages with clusters, humanitarian agencies, government authorities and their networks at national and district level.
5. Quality assurance: Ensure quality project outcomes and outputs and also ensures the proper documentation of MoVs and timely and qualitative reporting.
6. Feedback: Provide timely, accurate and doable suggestions/feedback to CMT+ for betterment of project implementation and effective resource mobilization.

 

B. Specific tasks
1. Provide technical support to 3R project team and its implementing partners to develop project document, detail implementation plan [DIP], budget, work plan and other documents.
2. Support projects team and implementing partners for timely and quality implementation of planned activities.
3. Ensure the project implementation is in right track and the allocated resources are well utilized.
4. Ensure all the outcome and outputs are achieved according to the project LFA
5. Ensure all the reports are timely and qualitatively prepared and submitted following reporting calendar.
6. Ensure the financial and physical progress of implementing partners are tracked on time.
7. Ensure proper implementation of CHS, Sphere, COC and LWF established policies and guidelines.
8. Ensure all required documents both program and financial are well prepared and maintained.
9. Ensure all the planning and implementation steps are well followed.
10. Ensure proper documentation of all means of verifications [MoV]
11. Ensure all project staff does the field visit as envies by their JD.
12. Regularly monitor the progress and provide feedback for improvements.
13. Motivate and facilitate the project team and implementing partners for better resource mobilization and effective implementation of project activities.
14. Ensure that the performance reviews of staff and IPs are done according to the organizational policy.

C. Other duties:
1. Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents, finance policy, human resource policy, management guidelines, code of conduct, child protection policy, complaint mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.
2. Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
3. Contribute to strengthen accountability in LWF Nepal
4. Contribute to strengthen gender and social inclusion in LWF Nepal
5. Contribute to strengthen resource mobilization in LWF Nepal Attend LWF Nepal's forums and meetings as and when required
6. Maintain impartiality from party political influence
7. Carry out other tasks as assigned by the immediate supervisor

 

D. Qualification and Competencies:
ï‚· Masters in agriculture/NRM/rural development or equivalent degree with minimum 5 years of project management experiences.
ï‚· Project development skill.

ï‚· Program/project facilitation (planning, monitoring and evaluation) skills
ï‚· Documentation, report writing and presentation skills
ï‚· Training package development, facilitation and coaching skills
