Job Description

Organisational unit : LWF Nepal/DRR&ERP/3R
Project Reports to: Project Manager- 3R Project
 
JOB SUMMARY
Under the overall guidance and supervision of the Project Manager of 3R project, the District Project Manager/Civil Engineer for the Nepal Earthquake Recovery, Reconstruction, and Resilience [3R] Project shall work for smooth operation of 3R project in the designated district. In addition s/he will provide special attention in the shelter, WASH and psychosocial sectors. The District Project Manager/Civil Engineer carries out tasks in accordance with the policies and systems of Government of Nepal, LWF Nepal and its support agencies. S/he works closely work with other LWF Nepal relevant departments and projects if necessary. S/he will also carry out other duties asked by his/her supervisor and LWF management.
 
A. Purpose of the job
1. Project Management: Serve as program operation focal point at designated district for ACT ALLIANCE/LWF NPL 161 funded project and provide all necessary technical inputs to the district project team and IPs. Serve as program operation focal point for shelter, WASH and psychosocial sectors and provide all necessary technical inputs, guidance and support for these sectors to the IPs and their project team.
2. Project Implementation: Coordinate, facilitate and work closely with respective implementing partner and team in planning and implementation of ACT ALLIANCE/LWF NPL 161 funded project in designated district.
3. Thematic support: Beside overall project leadership, take full lead of shelter, WASH and PSS sector and provide necessary technical guidance to project team and IP.
4. Coordination: Establish operational linkages with clusters, humanitarian agencies, government authorities and their networks at designated district and VDCs.
5. Quality assurance: Ensure quality project outcomes and outputs and also ensures the proper documentation of MoVs and timely and qualitative reporting.
B. Specific tasks
1. Provide technical support to district team and its implementing partners to develop project document, detail implementation plan [DIP], budget, work plan and other documents.
2. Support district projects team and implementing partners for timely and quality implementation of planned activities.
3. Ensure all the outcome and outputs are achieved according to the project LFA.
4. Ensure all the quality of reports timely submission following reporting calendar.
5. Monitor the financial and physical progress of implementing partner and take necessary corrective measure if needed.
6. Ensure proper implementation of CHS, Sphere, COC and LWF established policies and guidelines.
7. Ensure all required documents both program and financial are well prepared, documented and properly stored.
8. Ensure all the planning and implementation steps are strictly followed.
9. Ensure proper documentation of all means of verifications [MoV]
10. Coordinate with 3r Project Civil Engineer and provide technical support to IP in WASH and shelter sector
11. Provide technical inputs to construct /rehabilitate and operate gender, disability and age friendly school WASH facilities
12. Provide technical inputs and support to establish and strengthen WUCs, SMC & SMC
13. Provide technical expertise while doing preliminary survey, detail survey, design work, BOQ and estimation of construction related works.
14. Provide technical expert ideas while construction work is in progress
15. Provide technical support to ensure quality water testing and treatment
16. Support IP to organize various events related to training, community awareness and safe hygiene practices.
17. Provide technical advice on safe homestead and community sanitation, hand washing and menstrual hygiene promotion
18. Provide technical, logistic support to organize technical trainings
19. Provide technical support while finalizing and signing shelter construction agreement paper with beneficiary HH
20. Support target households to construct EQ resilient shelter construction
21. Certification and handing over of EQ resilient shelter to individual HHs
22. Work closely with 3R project Psychosocial Manager and provide all necessary support to IP in PSS sector.
23. Support IP in organizing PSS related events.
24. Support and ensure PSS concept and activities are mainstreamed in all project interventions.
25. Support to establish and strengthen community based PSS groups and networks
26. Ensure all project staff does the field visit as envies by their JD.
27. Regularly monitor the progress and provide feedback to project team and IP for timely improvements.
28. Motivate and facilitate the project team and implementing partners for better resource mobilization and effective implementation of project activities.
29. Ensure that the performance reviews of staff and IPs are done according to the organizational policy.

 

Job Specification

C. Other duties:
1. Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents, finance policy, human resource policy, management guidelines, code of conduct, child protection policy, complaint mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.
2. Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
3. Contribute to strengthen accountability in LWF Nepal.
4. Contribute to strengthen gender and social inclusion in LWF Nepal
5. Contribute to strengthen resource mobilization in LWF Nepal Attend LWF Nepal's forums and meetings as and when required
6. Maintain impartiality from party political influence
7. Carry out other tasks as assigned by the immediate supervisor
 
D. Qualification and Competencies:
ï‚· Bachelor in Civil engineering or equivalent degree with minimum 3 years of project management experiences.
ï‚· Project development skill.
