Job Description

Scope of Work

Under the supervision of the Deputy Representative Programme (DRP), the consultant will support the office in the following areas:

Preliminary consultation, desk review of main documents, and guide roll out of PBR consultations

  • Review key CO documents including CPD; CPAP; annual reports, results frameworks
  • Develop detailed guidance note, templates and supporting materials to support sections and units in undertaking programme priorities and budget review

Technical support and quality assurance on updating programme key strategies and Results Frameworks

  • Develop guidance/tool/questions for facilitating a discussions/documentation of the key “Strategic Shifts” within the sections (this may involve review of PSNs and results frameworks, and available data evidence) with engagement of field offices.
  • Facilitate this process for sections and field offices offering technical guidance as needed.
  • Analyse outputs from sectors / cross-sectoral areas and craft emerging “Strategic Shifts” for the sections/ and for the office as a whole
  • Facilitate discussions to adjust the articulation of the Outcomes/Outputs for the present CPD to align the same with the proposed strategic shifts, and accordingly propose the revised Outcomes/Outputs for the remaining period of the CPD
  • Facilitate discussions around the indicators in the present Country Programme Action Plan results framework and need for adjusting the targets, including (few) new indicators, dropping (few) old indicators; to align the results framework with the strategic shifts and the proposed Outcomes/Outputs
  • With facilitation from the Dep Rep / Chief Planning ensure that the above-mentioned products are adjusted as per the recommendation and with engagement of relevant stakeholders.

Skills Assessment and Upskilling Plan

  • Conduct a functional skills mapping across programme sections, programme effectiveness and operations teams.
  • Identify skill gaps based on future responsibilities aligned with PBR-endorsed programmatic shifts (especially upstream engagement, systems thinking, results-based planning/monitoring, evidence use, etc.).
  • Develop an upskilling and capacity-strengthening plan tailored to current staff, identifying priority areas for training, upskilling, peer learning, mentoring, and technical exchange.

Strategic Facilitation and Change Management

  • Design and facilitate a series of interactive strategic discussions with UNICEF staff (both Kathmandu and Field Offices) to build a shared understanding of the PBR-endorsed shifts.
  • Help staff reflect on what the changes mean for their roles and how they can adapt to new ways of working.
  • Document outcomes of the sessions and translate them into actionable office-level recommendations for internal change management.

Review of Field Presence

  • Conduct a qualitative and quantitative review of UNICEF Nepal’s current field office setup (4 offices).
  • Analyze the alignment of current field presence with the six programmatic shifts, particularly systems strengthening and subnational engagement.
  • Assess operational efficiency, geographic relevance, interface with government counterparts, and support decentralized planning and monitoring.
  • Provide strategic recommendations on whether and how the field presence can be optimized to support programme effectiveness, sustainability, and government ownership.

Education:

Advanced university (Masters) degree in public administration, international development, social sciences, organizational development, or related fields.

Work experience: 

  • Minimum 8 years of relevant professional experience in strategic planning, organizational development, or public sector reform.
  • Proven experience with functional reviews, skills audits, or workforce planning.
  • Familiarity with UNICEF programming and systems strengthening approaches is highly desirable.
  • Experience facilitating strategic change processes in multi-sectoral teams.
  • Understanding of Nepal’s federal governance structure and decentralization landscape is an asset.
  • Understanding of UNICEF Country Office Programme review, restructuring and PBR process, an asset
