Job Description

Under the overall guidance of the Habitat Programme Manager and supervision from the Project Coordinator, the incumbent will carry out the following tasks: 

  • Conduct monthly on-site inspections of construction activities (10 prefab buildings and 35 community infrastructures) to monitor and ensure implementation of site-specific environmental and social safeguards. This includes ensuring that risk mitigation, preventive and safety measures, as outlined in the ESSS Action Plan prepared by the consulting firm engaged by UN-Habitat, are properly enforced on the ground to avoid any impact of the construction intervention to the people and environment.
  • Monitor adherence to building codes and local byelaws and aligned with local needs. This includes verifying the quality of materials, evaluating construction methods, materials and waste management on-site and inspecting the process that results in final finishes of prefab structures encompassing civil, electrical, and sanitary elements. 
  • Conduct and facilitate regular on-site meetings with stakeholders to collect inputs and feedback, including building ownership of the construction process and the infrastructure.
  • Provide continuous support and guidance to field teams (Project Engineer and Social and Livelihood Assistant) both on-site and remotely which includes tracking overall progress, identifying any technical or compliance issues, and providing timely solutions and updates to ensure full adherence to environmental and social safeguard requirements.
  • Preparation and submission of a detailed monthly progress report (10–15 pages with relevant photographs) summarizing key findings and developments across all active project sitescovering Construction Quality Assessment, review of construction methods, Environment and social safeguard compliance, risk mitigation measures taken, safety measures in place, construction quality and provide timely recommendations for improvement. 
  • Undertake additional tasks and assignments as requested by the Habitat Programme Manager, in consultation with the Regional Advisor.

Qualifications

Education

Master’s Degree in Environment Engineering or equivalent (MSc/MTech/ME in Environment Engineering) and must be registered in Nepal Engineering Council (NEC). 

Knowledge, kills and Competency 

Professionalism: Preference will be given to those with experience the field of planning and designing of public infrastructures and prefab structures, green infrastructures, green recover and reconstruction, quality ensure and concurrent monitoring, Experience in handling ESSS tools, climate change related project will be an additional asset; An established track record in project management of similar nature; Good human relations skills, especially the ability to relate to a wide range of team members and partners; Progressive thinking, ability to work as part of a team and also to achieve work outputs with limited supervision, and a pro-active, energetic and innovative approach to work.
 

Teamwork: Able to work both independently and as part of a team and establish harmonious and effective working relationships both within and outside the organization. Ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. The candidate needs to have experience of working with multiple stakeholders including government, civil society, and other partners.

 

Planning & Organizing: The candidate should be able to develop clear goals that are consistent with the agreed strategy; able to adapt to a new task and work context quickly and finish all duties within the given timeframe. 


Client orientation: Capable of working in a team and undertaking initiative to ensure smooth relations and open communication within the team and with partners is required. Professional and courteous attitude and demonstrated ability to work effectively in a stressful environment

Years of Experience and skills

Minimum Three (3) years working experience in reconstruction and green recovery, experience in concurrent quality assurance and monitoring, handling project management tools, construction supervision, environment and social safeguard initiatives and quality control during implementation of development interventions (preferably prefab structure and community infrastructure like irrigation canals, local roads, etc.). Work experience with the local government and in participatory process in public infrastructure planning/designing/construction, accessibility, inclusion, social safeguard will be preferred. Previous experience with UN agencies is an asset.

Languages

Excellent command (written and spoken) in English and Nepali language is required.

Computer skill 

Good knowledge and experience of working MS office (Word/Excel, PowerPoint) AUTOCAD and good command on handling of ESSS tools and checklist.
