Job Description

We are seeking Social Mobilisers initially for short term input for design of a complex DFID-funded post-earthquake reconstruction programme in four Districts (Gorkha, Dhading, Nuwakot, Rasuwa). The programme aim is long-term positive transformational change in the lives of people in earthquake-affected regions of Nepal.

 

The programme commenced in September 2017 for a 5 year duration and will work in four of the districts worst affected by the earthquake. It comprises five Output Areas:

  1. Support and provide capacity building to Government at central, district and local level in detailed year-wise reconstruction planning.
  2. Direct physical reconstruction, including subcontracting and supervision of agreed priority earthquake reconstruction interventions, including reconstruction of water supply, foot trails, bridges, roads and public buildings.
  3. Analysis of, and interventions to address, constraints to the private sector, including supply of labour, materials and transport in the construction sector.
  4. Designing and managing a Challenge Fund to leave no-one behind in the reconstruction effort and promote transformational change for women and girls.
  5. An evaluation and learning component.

 

The programme aims to ‘leave no one behind’ through all activities, including selection, implementation and management of infrastructure, in addition to the Challenge Fund. The Challenge Fund will support a diverse range of activities to reach vulnerable women girls and to achieve transformational change.

 

We are looking for a Social Mobiliser to support our field work for this component initially for a 2-month period to ensure that targeted efforts are made on the ground level to identify the most vulnerable groups and the nature of their vulnerability, and to understand their responses to it. Ideally, the Social Mobiliser would be available to start from 16th October.

 

The position may be extended into a long-term role for project implementation.

 

Job description

The Social Mobiliser will report directly to the “Leave no one behind” lead design consultant.

  1. Directly support the lead consultant to mobilise field teams
  2. Take up key responsibilities to connect with and communicate with key interviewees
  3. Plan and organise community focus groups and help facilitate community focus group discussions
  4. Be the first point of contact for field teams and key informants
  5. Support the design, implementation and reporting of field studies

The position may be extended into a long-term role for project implementation, with additional tasks to be identified at that stage.

Candidate Specification

  • Postgraduate qualification in a social science discipline;
  • At least 3 years’ relevant experience in design and implementation of social development programmes in rural Nepal; preferably on a donor-funded international development projects (DFID experience an advantage);
  • Dynamic, with excellent communication skills and the ability to develop a rapport quickly with a range of stakeholders;
  • Preferably an established network in NGO and civil society in Nepal to link quickly with organisations on the ground;
  • Good understanding of the nature of vulnerability in Nepal and the needs of vulnerable women and girls, with experience in design and implementation of vulnerability assessments;
  • Demonstrated understanding of the challenges of post-earthquake recovery;
  • Team player and willingness to learn and support learning of others;
  • Fluency in written and spoken English is essential, and knowledge of relevant local languages is an advantage; and
  • Fluent in Nepali
