Job Profile

Mott MacDonald has recently been appointed by the UK Department for International Development (DFID) as the Technical Assistance Provider for the “Nepal Climate Change Support Programme Phase 2 (NCCSP2), led by the Ministry of Forest and Environment. NCCSP was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change. NCCSP2 will operate in up to 52 Palikas in Provinces 5,6 and 7.

The objectives of the Technical Assistance to NCCSP2 is to support and build the capacity of the Government of Nepal to deliver the programme. The TA to the NCCSP2 comprises of 4 objectives:

  1. Help the Government of Nepal (GoN) to deliver the programme effectively, efficiently, and economically through the provision of technical expertise

  2. Reduce the fiduciary risk associated with the programme

  3. Strengthen the capacity of the GoN to implement climate change adaptation programming today and in the future

Job Description

  • Provide technical expertise and strategic guidance to all project components

  • Support Team Leader in strategic oversight, management and coordination of planning, staffing, budgeting, forecasting, implementing and monitoring of project activities;

  • Leading communication and stakeholder engagement activities with government (federal, provincial, local); developing strong working relationships with policy and decision makers;

  • Support capacity building activities to integrate climate change into development policies, programmes and plans;

  • Give input into the development of technical training packages for all target groups and provide peer review function; in certain cases carry out selected training events and developing user-friendly guidelines, manuals and training material;

  • Ensure gender and social inclusion considerations are integrated throughout the whole project, so that vulnerable people and communities participate in, and benefit from, the project;

  • Oversee coordination, sharing of lessons, and harmonisation between field teams and activities;

  • Lead in liaison work with project partners, donor organizations, NGOs and other groups to ensure effective coordination of project activities;

  • Advise the senior management team regarding deliverables as well as constraints on implementation of work plans, and seek support from the other performance leads to resolve obstacles;

  • Assist in knowledge management, communications and awareness raising and document lessons from project implementation and make recommendations to the Project Steering and Technical Committees for more effective implementation and coordination of project activities;

  • Promote good cooperation and coordination among all technical programme and operations staff and between the various projects under the DFID Climate Smart Development and Disaster Resilience portfolios, as well as, external parties.

  • Assist in monitoring the technical quality of project M&E systems (including Annual Work Plans (AWPs), project indicators and targets;

  • Assist the Project Manager with drawing up of Terms of Reference (ToRs) for consultants and sub-contractors, and assist in the selection and recruitment process;

Candidate Specification

Required competencies and experience

  • A relevant postgraduate degree in Agriculture, Forestry, Environmental Engineering, Climate Change, Natural Resource Management, Environmental Science or related field;
  • Professional work experience in climate change adaptation, agricultural development, watershed/water catchment area management, community-based forest management, livelihood support or related fields;
  • Excellent understanding of the local context, with relevant experience in Nepal and strong networks within Nepali institutions
  • Proven ability to build and maintain effective working relationships with Government at local, provincial and federal levels
  • Experience working with minority or disadvantaged groups, and a strong sensitivity to the challenges of gender and social inclusion
  • Ability to lead, inspire and manage multi-disciplinary professional teams in complex situations
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe;
  • Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others
  • Fluency in written and oral communication skills in English and Nepali is essential
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.) 


Other desirable competencies and experience

  • Experience in programme management including coordination of multi-disciplinary teams, preferably on a donor-funded international development projects (DFID experience an advantage);
  • Demonstrated experience monitoring and reporting on project activities;
  • PhD in relevant field or equivalent
