Job Profile

Mott MacDonald is managing the DFID-funded programme: ‘Purnima: UK Support to Post-Earthquake Recovery in Nepal’ in four Districts (Gorkha, Dhading, Nuwakot, and Rasuwa). This programme aims to achieve long-term positive change in the lives of people in earthquake-affected regions of Nepal.
 
The implementation phase of the programme commenced in July 2018 with a 4.5-year duration. It comprises five Output Areas:

  1. Support and capacity building to Government at central, district and local level in reconstruction planning.

  2. Reconstruction of rural infrastructure, including water supply, foot trails, footbridges, schools, public buildings, and potentially other types of infrastructure.

  3. Analysis of, and interventions to address, constraints to the private sector, including access to finance, supply of labour, materials and transport in the construction sector.

  4. Mobilizing and managing a Challenge Fund to leave no-one behind in the reconstruction effort.

  5. Monitoring, evaluation and learning.

 
These five outputs are grouped into two thematic areas: “build back better” and “leave no one behind” so that reconstruction benefits everyone and they are in a better state than before the earthquake. Mott MacDonald is working with national and international partners, with large parts of Output being directly implemented by NGOs through a series of grant agreements.

Job Description

We are seeking an MEL Specialist, for a substantial role on this complex post-earthquake reconstruction programme.  Reporting to the Output 5 Lead, the main responsibilities of the M&E Specialist will be to:

  • Coordinate the project MIS and GIS systems (using mWater and excel or other platforms as required) including ensuring data collection, validation, and training partners and staff to use the project MIS systems

  • Work with all technical leads to design and implement practical MIS systems for each project output area; ensure MIS dashboards are used as a tool to inform project management processes

  • Work with all technical Leads and assist in updating the output logframes as well as the overarching project logframe and theory of change; ensure logframe data is collected and produce quarterly M&E reports for DFID on key logframe targets

  • Review and coordinate ongoing MEL activities by partner organisations, and identify need for additional data collection;

  • Work closely other Output Leads to design baseline surveys and monitoring programmes, with the overall scope of the project MEL requirements;

  • Ensure that project MIS and M&E captures data on gender and social inclusion and that this is systematically report;

  • Coordinate with DFID Field Office over routine monitoring activities, to ensure efficiency without duplication or gaps;

  • Draft a project learning strategy to ensure data captured is used to inform future project activities and wider post earthquake knowledge and debate, both locally (Gaupalika level), nationally and internationally

  • With the Output 5 Lead, plan and implement annual learning exercises to inform subsequent programme activities and disseminate findings widely (locally, nationally and internationally)

  • Assist in design of and implementing field work for the learning exercises

  • Guide implementation of MEL activities through each Output Area, and compile periodic monitoring reports; and

  • Undertake other activities as required for the project.

Candidate Specification

  • Relevant post-graduate qualification Experience in Monitoring and Evaluation in Nepal, with experience of a diverse range of projects – including small-scale rural infrastructure, social development, challenge funds, and governance reform

  • Experience on donor-funded projects (DFID experience an advantage);

  • Proven ability to build and maintain effective working relationships with local Government;

  • Good experience working with minority or disadvantaged groups in the Hills, and a strong sensitivity to the challenges of gender equity and social inclusion;

  • Demonstrated understanding of the challenges of post-disaster reconstruction and recovery;

  • Strong communication and interpersonal with the willingness to learn and support the learning of others;

  • Ability to work effectively in remote areas, and willing to travel throughout the project area;

  • Fluency in written and spoken Nepali and English is essential, and fluency in relevant local languages spoken in the project area would be a strong asset.
