Job Description: Project Coordinator (PC): Conservation and Livelihood
Job Responsibility # 1: Project Management
- Lead planning, implementation and M&E activities of REALiZe II project in collaboration with RW and local partners to achieve the targets and outcomes as set out in the project document;
- Provide technical guidance and ensure adequate understanding of value chain commodities, development plans and approaches by all staffs, implementing partners and other key stakeholders;
- Ensure value chain interventions are properly planned, monitored and adjusted as required and monitor the project activities through extensive field visits;
- Make sure proper management of financial resources including the review and approval of project budget for necessary adjustment;
- Ensure timely production and submission of technical and financial reports of the project in line with organizational and donor requirements;
- Engage and encourage staff to document innovative and successful approaches and good practices in areas of conservation and livelihood in the project;
- Facilitate the preparation and implementation of Buffer Zone Management Plans and strategic plans linking conservation with community livelihoods improved across community clusters;
- Supervise, monitor and provide counselling support to entrepreneurs so that problems and issues are addressed;
- In collaboration with RW, coordinate the development and piloting of a school course curriculum on biodiversity, environment and renewable energy;
- Build capacity of BZMCs and CFUGs for sustainable forest management planning and implementation;
- Provide strategic guidance for the promotion of forest-based value chains;
- Develop forest management, habitat conservation/improvement plan in partnership with park authority and BZMC;
- Explore and/or develop and test new concepts, innovations and ideas that promote private sectors participation to develop and sustain value chains of selected commodities;
- Ensure partners and stakeholders are aware, positive and supportive of the project through timely information sharing;
- Ensure and oversee the implementation of the project’s Accountability mechanism at the community level;
- Ensure the project’s lessons and outcomes are documented, analyzed and shared within and beyond the project in the form of reports, flyers, web and other popular articles, and journal papers;
- Promote environment and practice that facilitates reflective learning within the project team and crossfertilization between and among project partners;
- Ensure project implementation plan is properly monitored, revised and modified, as required;
- Carry out timely and frequent field visits and take actions as per the observation and reflection;
- Ensure reporting is done according to agreed-upon standards and on time;
- Ensure documentation and generation of the knowledge products as guided by the project document;
- Coordinate with relevant stakeholders and line agencies for replication and scaling-up project developed good practices, innovative technologies and mechanisms; and
- Communicate the project progress, challenges and opportunities to the supervisor and LI-BIRD management regularly.
Job Responsibility # 2: Monitoring and Programme Quality
- Ensure that project activities are planned and implemented based on project’s result matrix and are in line with LI-BIRD’s strategic plan;

- Work closely with MEAL Manager and ensure that proper M&E plan or system, especially Activity-Output’ and ‘Output-Outcome’ monitoring system, is in place to track and document project outputs and outcomes;
- Lead and facilitate in designing range of knowledge products including pollinator education/promotion video, booklet, training manual, flyers, pollinator catalogue reports;
- Conduct regular field monitoring visits and support field staff to ensure quality delivery of services to the target beneficiary groups;
- Monitor the performance of Technical Assistant, and other field level staff, and provide timely feedback and identify appropriate capacity building interventions for them;
- Plan for and conduct project review and planning meeting on a periodic basis involving staff and key stakeholders to ensure that changes in the operating environment, challenges and opportunities are addressed adequately and in timely manner;
- Ensure integration and implementation of Gender Equality and Social Inclusion (GESI) and Environmental Social Safeguards (ESS) policies and practices within the project;
- Conduct regular assessments and monitoring of GESI and ESS aspects to identify risks, opportunities, and impacts, and develop appropriate mitigation measures;
- Facilitate capacity building and training sessions for project team members on GESI and ESS, ensuring a clear understanding of relevant policies, guidelines, best practices; and
- Monitor and ensure updating of project progress against planned activities in LI-BIRD’s Data Bank – databank.libird.org.
Job Responsibility # 3: Human Resource Management
- Ensure LI-BIRD’s HR policies are properly implemented in areas such as staff recruitment, staff development, and staff performance appraisal management;
- Ensure LI-BIRD’s ‘Gender Equality and Social Inclusion (GESI) policy 2021 is properly implemented and monitored;
- Actively promote LI-BIRD’s workplace policies, staff wellness, fairness and equity and take corrective measures/actions where appropriate;
- Provide adequate supervision and management for project staff and oversee the establishment and functioning of a strong and effective teamwork for attaining project outcomes;
- Ensure the proper implementation of LI-BIRD’s staff performance management system for staff at all levels, including job description and individual annual performance plan;
- Proactively address performance issues of supervisee and other field staff through constructive feedback and regular coaching and mentoring support;
- Coordinate a field team that includes both LI-BIRD staff and members of staff from partner organization, including conducting regular team meetings and joint field monitoring visits; and
- Ensure that level of authority and responsibility are clearly defined, understood and followed by staff at all levels.
Job Responsibility # 4: Financial Management, Accountability and Compliance
- Ensure project adherence to LI-BIRD and donor compliance requirements for finance and other strategic support functions (e.g., procurement, transport, inventory, distribution, etc.);
- In collaboration with RW, monitor the project's financial position, and ensure the best use of available resources. This includes overseeing the development and review of the project annual budget, review of financial transactions and reports, and review and follow-up on internal and external audit findings/recommendations;
- Ensure adequate internal controls are in place to protect the project’s financial and non-monetary assets and to ensure that resources are used in accordance with LI-BIRD’s policies and donor’s terms and conditions; and
- Ensure project operations are conducted in accordance with all statutory requirements.
Job Responsibility # 5: External Relations and Partnership
- Develop and enhance relationships between project partners and other key projects and external stakeholders;
- Establish and maintain congenial working relationships with local government, government line agencies, private sectors including financial institutions, market actors and local media;
- Work closely and maintain highest level of coordination among project implementing partners for smooth implementation and timely delivery of projects;
- Support the project team in co-ordination and get engaged in SWC project monitoring and evaluation;
- Work in close coordination with partners, CFUGs, schools, BZMCs, National Park Authorities, local government and other key stakeholders at the local, provincial and national level;
- Assist LI-BIRD to diversify partnership base for implementing strategic directions (SD) 2024-2030, particularly contributing by strengthening the programme portfolio of Biodiversity and Ecosystem Health;
- Play a key role to impart and maintain positive image and visibility of LI-IBRD and donor among government, civil society, private sectors and media; and
- Represent and contribute to local, district, regional and national forums relevant to value chain programme and projects.
Job Responsibility # 6:
- Contribute to other projects and assignments of LI-BIRD as and when required and as instructed by the supervisor.
Job Specification
ADDITIONAL POSITION DESCRIPTION/REQUIREMENTS
The PC is responsible for problem-solving at various levels. Situations are variable, and the PC must have the capacity and willingness to listen, learn and apply lessons learned, with strong analytical skills, by understanding the context. The PC must use interpolation skills to pick and choose the right strategy to address a given problem. The candidate must have a personal commitment to social equity, equal rights and opportunities and adhere to LI-BIRD’s policies, including the Safeguarding policy.
Education and Experience:
Master's degree in Forestry with five years of work experience in designing, implementing, monitoring and reporting livelihood related programme in rural settings specifically in buffer zone areas. Experience in forest-based enterprise and agriculture value chain development, promotion of renewable energy-based technologies contributing to livelihood and nature conservation.
Local Initiatives for Biodiversity, Research and Development (LI-BIRD)

- Experienced in programme planning, implementation, monitoring evaluation, and reporting;
- Strong interest to work on forest conservation, forest-based enterprises, agriculture value chain development;
- Strong conceptual, interpersonal, communication, negotiation, facilitation and representation skills;
- Demonstrated experience of designing innovative and suitable value chain interventions;
- Proven experiences in project planning, execution, monitoring, evaluation and reporting;
- Understanding and experience in renewable energy technologies (agro based) is preferred;
- Demonstrated ability in team building and teamwork, and collaboration with government’s stakeholders; especially national parks authorities and relevant government agencies;
- Demonstrated ability to coach and mentor staff and partners and manage staff;
- Experienced in the effective management of project human and financial resources;
- Demonstrated proficiency in English and Nepali languages, both oral and written;
- Ability to take responsibility, meet deadlines and make progress with minimum supervision;
- Proficient in M.S. Office (Excel, PowerPoint and Word) and Knowledge of basic statistical concepts;
- Ability to maintain a congenial working relationship with all the associated stakeholders of the project;
- Demonstrated ability to cope with stress, time management and meeting deadlines;
- Familiarity with donor compliance, rules and regulations will add value; and
