Job Description

The International Foundation for Electoral Systems (IFES), is an international NGO that supports the building of democratic societies around the world. IFES Nepal provides technical assistance to the electoral cycle to enhance citizen participation and strengthen civil society, governance and transparency. IFES Nepal is currently funded by the United States Agency for International Development (USAID) through 2022, under its program Niti Sambad.

IFES Nepal is seeking Program Officer (Consultant) to provide gender and inclusion support to IFES programs and local partners. This position will be under the direction of the Deputy Country Director in Nepal and is needed from May 2018 for an estimated six months, with a possibility of extension or conversion to a staff position.

ROLE AND RESPONSIBILITIES:

  • Advise and work with IFES’ local partners’ Gender and Inclusion Unit (GI Unit) and other divisions and sections to enhance gender integration and inclusion in the electoral process
  • Support IFES’ local partner’s GI Unit to implement its Gender and Inclusion policy and strategic and action plans
  • Advise and support IFES’ local partners to organize gender integration and inclusion trainings and other related capacity building programs, facilitating as needed;
  • Work with IFES’ local government partner to ensure that gender and inclusion issues are integrated into the design and implementation of programming and develop a monitoring and evaluation framework to measure the gender mainstreaming process
  • Assist in the design and implementation of a pilot program for the empowerment of women and marginalized groups
  • Provide day to day assistance and support to IFES’ local partners, to build their capacity
  • Carry out other tasks as requested by the Country Director or Deputy Country Director.

MINIMUM QUALIFICATIONS AND REQUIREMENTS:

  • Masters’ degree in development studies, gender studies, or related fields;
  • Knowledge of gender and inclusion principles, best practices in Nepali, regional and international context with experience supervising GESI and/or GBV projects;
  • Previous experience working with government agencies preferred; and
  • Familiarity with CEDAW, Constitution of Nepal and laws related to social inclusion.

The position is opened for Nepali nationals only and is based in Kathmandu with some travel outside of Kathmandu.
