Position: Monitoring & Evaluation officer Eastern Regional Office Report To: Sr. Manager Monitoring & Evaluation and Senior Program Coordinator at the regional office Direct Reportees/Supervision: District based Supervisors Location: OHW Regional Cluster Office with need for frequent field visits
Job Responsibilities and Main duties:
Work with Sr. Manager Monitoring & Evaluation and Senior Program Coordinatorto develop Monitoring and Evaluation plan of eastern cluster districts such as Ilam, Panchthar, Taplejung, Bhojpur, Terhathum and Sankhuwasabha.
Manage and coordinate programmatic meetings with district based team and government counterpart
Facilitate the implementation process of the OHW annual program targets and carry out the frequent field visits in the program districts on need basis.
Monitor and analyze the program data inmonthly basis and recommend necessary actions to supervisor and program team
Provide technical support to district based staff and government counterparts tocarry out regular site visits and provide technical support and training for district team in program data management issues.
Serve as a programmatic liaison to implementing partners and District Health Officers, stakeholders including representing One Heart at regional and district offices.
Support program and M&E team tocoordinate the implementation of surveys, research, follow on monitoring and evaluation exercises for various initiatives
Support Program and M&E team to harmonize programme monitoring indicators and reporting systems with national M&E plans and health management information system (HMIS)
Work with the supervisor to promote use of data in decision making and link evidence-based approaches to achievement of results
Support OHW program team to develop, monitor and evaluate overall progress on achievement of results
Work together with program team to produce publications and reports as needed
Support operations research and specialized studies
Be an active team member to develop and maintain M&E related database
Assist team members in the preparation of regular monthly and quarterly progress reports, technical deliverables, presentations, and workshops
Support program team to track programme progress against indicators and ensure early identification of any areas requiring remedial action
Perform other program and M&E related activities as asked by the supervisors.
Qualifications:
Minimum of Bachelor level education in bio-statistics, public health or social science with five years of working experiences in the maternal and child health program monitoring and evaluations. Higher qualifications and skills will be added advantage.
Excellent communication skills in Nepali and English including report writing and information presentation skills in English will be one of the criteria for selection.
Willing to make regular field visits in rural areas within eastern cluster districts.
Ability to coach and provide technical support.
Demonstrated experience in MS office package, statistical packages and basic compute applications.
Great attention to details and technical deliverable.
