We are seeking Field Coordinators for long term roles on a complex DFID-funded post-earthquake reconstruction programme in four Districts (Gorkha, Dhading, Nuwakot, Rasuwa). The programme aim is long-term positive change in the lives of people in earthquake-affected regions of Nepal. The programme is due to commence in April 2017 for a 5-year duration and will work in four of the districts worst affected by the earthquake. It comprises five Output
- Support and provide capacity building to Government at central, district and local level in detailed year-wise reconstruction planning.
- Direct physical reconstruction, including subcontracting and supervision of agreed priority earthquake reconstruction interventions, including reconstruction of water supply, foot trails, bridges, roads and public buildings.
- Analysis of, and interventions to address, constraints to the private sector, including supply of labour, materials and transport in the construction sector.
- Designing and managing a Challenge Fund to leave no-one behind in the reconstruction effort and promote transformational change for women and girls.
- An evaluation and learning component.
The role of the Field Coordinator is evolving as the changes resulting from decentralisation take effect, and will require a politically sensitive approach with a strong focus on social inclusion. The responsibilities will include coordination of activities between Output Areas at District and Municipality levels, and leading local- level planning and capacity-building. The three coordinators will be based in Gorkha, Dhading and Nuwakot and will have complementary skills in WASH, general infrastructure, and livelihoods and social development. They will provide specialist expertise in one technical field as well as being able to work across disciplines with local authorities in their area of geographical responsibility.

Reporting to the Deputy Team Leader, the Field Coordinator (infrastructure) will:
- Lead the District-based team, and ensure a coordinated approach to all components in the district and resolve issues or problems.
- Work with the Local Government Bodies and other stakeholders to develop annual plans for activities under each component, to build capacity in reconstruction planning and implementation, and generally support the process of decentralisation.
- Lead communication and stakeholder engagement activities with local government, civil society and private sector.
- Coordinate field activities for selection, quality assurance, monitoring of rural infrastructure (other than WASH) and associated private sector development across all districts.
- Assist other Field Coordinators in remaining activities under each Output Area in Gorkha District.
- Ensure the timely submission of financial and operational reports
- Participate in program review meetings;
- Perform other duties as required by the programme
- At least 7 years’ experience in rural infrastructure in Nepal, including capacity building, and institutional strengthening and delivery
- At least three years’ experience in programme management including coordination of multi-disciplinary teams, preferably on a donor-funded international development projects (DFID experience an advantage)
- At least three years’ experience working with minority or disadvantaged groups in the Hills, and a strong sensitivity to the challenges of social inclusion
- Demonstrated understanding of the challenges of post-earthquake reconstruction
- Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others
- Proven ability to build and maintain effective working relationships with Government at local levels to ensure effective implementation and sustainable management of infrastructure
- Ability to work effectively under pressure and to manage competing priorities;
- Attention to detail and ability to perform multiple tasks effectively and efficiently and balance competing priorities within a short timeframe
- Fluency in written and spoken Nepali and English is essential, and fluency in relevant local languages spoken in the project area would be a strong asset.
