Job Title : Humanitarian Liaison Officer

Location  : Kathmandu, Nepal Reports to Country Director, Nepal

Background :  BBC Media Action is the international development charity of the British Broadcasting Corporation (BBC).

Working in 28 countries, we use media and communications to inform, empower and connect people. BBC Media Action reaches some 200 million people through local broadcast partners, BBC channels, online, mobile and print platforms and through interpersonal communication. We have worked in Nepal since 2007. Our weekly Sajha Sawal (Common Questions) television and radio programme is the most popular current affairs programme in the country, listened to or watched by 5.6 million people. Each year seven broadcast partners, spread throughout the country, receive intensive capacity training to produce their own local discussion programmes.

In 2013, BBC Media Action trained more than 200 Nepali journalists, humanitarian aid workers, government, police and army in communicating with communities in emergencies, including running an earthquake simulation. BBC Media Action responded within hours of the earthquake that struck Nepal on 25 April 2015 by broadcasting our first “lifeline” programme to help people affected by the earthquake. Throughout the emergency, we have been liaising closely with humanitarian, government and media partners in order to coordinate the dissemination of essential information, gather information on the needs of affected groups and provide audiences with the opportunity to raise concerns, ask questions and share their stories.

Job Purpose

The Humanitarian Liaison Officer will support the delivery of Lifeline programming by engaging with humanitarian, government and media organisations to coordinate interventions, identify vital information gaps, share information priorities and feed back to the team on critical needs.

Main Duties

• Coordinate Lifeline programming with current and new humanitarian partners through the UN clusters and any other relevant bodies, sharing information priorities and feeding our partners’ findings back into our programme.

• Liaise closely with government agencies and media partners operating throughout Nepal.

• Ensure the BBC Media Action team has up-to-date, relevant information on the developing humanitarian context and responses from other agencies.

• Coordinate media work and assessments with members of the Communicating with Disaster Affected Communities (CDAC) Network and Communication with Communties working group.

• Liaise with FM partners through the Association of Community Radio Broadcasters Nepal (the ACORAB network) and others

• Provide advisory assistance for emergency communication to the Communication with Communities working group and the Nepal Risk Reduction Consortium (NRRC) and their engagement with government entities.

Person Specification

• Substantial experience of coordinating disaster response interventions with humanitarian organisations, government representatives and/or media partners;

• Understanding and significant experience of working in emergency and/or recovery scenarios;

• Experience working on communications in disaster-response, feeding up-to-date information from the ground into response programming;

• Experience managing relationships with aid agencies, government bodies and other relevant stakeholders.

• Experience of working in multicultural professional environments

• Adaptable to changing circumstances and organisational needs

• Fluency in written and spoken English
