Admin and Finance Manager (1) based in Kathmandu. Job Duration: Two years contract (renewable)
This is a senior staff member of the CSRC management team who is entrusted with overall financial management ensuring integrity, efficiency, transparency and accountability. S/he reports to the Executive Director. This position requires some travel within the country.
a. Areas of Responsibilities
The Admin and Finance Manager is responsible for developing and upholding financial management policies, systems and standards in order to make CSRC financial management efficient, transparent and accountable. S/he takes responsibility of strategic leadership for maintaining financial integrity, consistency and accountability within the framework, polices and strategies of CSRC. S/he is responsible for sound financial management, compliance of national laws and CSRC and funding partner's policies, safeguarding and optimum utilization of assets, smooth operation of general administration and human resources management. S/he shall be responsible for maintaining good working relationships with government officials, funding partners, legal service providers, implementation partners and other relevant stakeholders pertaining to finance and administration.
S/he takes the lead in budget planning and execution following CSRC financial management system and funding partner's conditions specified in the contracts/agreements. S/he ensures proper internal controls across the organization and programmes minimizing fiduciary risk. S/he conducts financial systems and budget monitoring and produces periodic financial reports required by CSRC management and funding partners. S/he facilitates conducting internal and external audits and executes audit recommendations.
S/he is responsible for setting up and administering human resources policies, systems and standards and monitors its compliance. S/he takes responsibility for smooth office operation through day-to-day office management, including logistics.
b. Experiences and Skills
The applicant must have:
i) at least five years practical experience of handling financial management and human resources functions;
ii) practical knowledge about financial management bd human resources systems, policies, procedures and their execution;
iii) hands on experience in conducting training to other finance and non-finance staff;
iv) handled budget planning for programme over NPR 10 million per annum;
v) produced financial reports; vi)ground experience on procurement and inventory;
vii) handled staff performance appraisal and recruitment; and
viii) worked to liaison with government authorities.
