Job Description

Position Overview: 

The Technical Officer, Literacy Field (LPOT) is responsible for serving as the technical expert in the field on literacy skills and the habit of reading. S/he will involve in frequent travel to project sites as well as regular interaction with the Literacy Facilitators (LFs) and partners. S/he also requires strong communication and coordination with the Operations Officer, Literacy Field (LPOO), who is responsible for managing the implementation of the Literacy Program (LP) for a set of schools.

Duties & Responsibilities:

Program Design, Development, Implementation, and Support:

  • Serves to implement the planned activities as per the Implementation Calendar (IC) to Operations team.
  • Serves as the technical focal point in the field on literacy skills and the habit of reading, and coordinates closely with the Instructional Design and Teacher Support (IDTS) Unit and ensures that the program design has been implemented effectively in the field.
  • Provides feedback on Teaching and Learning Materials (TLM) and Supplementary Reading Materials - SRM (Room to Read’s publications-Quality Reading Material and locally purchased books) used in classrooms and libraries to promote literacy skills and habit of reading.
  • Provides constructive feedback on program design and development regarding program implementation based on field experiences.
  • Leads the periodic assessment of literacy skills of students, prepares datasheet, and prepares action plan based on the result.
  • Assesses quality of training design and delivery and suggests improvements.
  • Makes regular visits, as per program monitoring design, to project sites to support and coach Literacy Facilitators (LF).
  • Participates in any other activities, as instructed by the supervisor, which may be required to be undertaken to fulfill the objectives of the organization.

Capacity Building, Coaching and Mentoring

  • Provides regular technical support and coaching to Technical Associate, Literacy Field in terms of capacity building and ensures they are able to effectively support LFs and teachers.
  • Provides technical oversight of LFs ensuring their ongoing professional development and supports to ensure they are able to effectively support teachers and librarians.
  • Conducts and facilitates orientation meeting, workshops, and training activities for head teacher, teachers, and librarians on promoting literacy skills and reading habit.
  • Provides coaching and mentoring and other supports to LFs/teachers based on the LP design

Planning, Reporting and Documentation:

  • Assists in developing training and monitoring visit plan for annual planning and budgeting for the assigned geographical area in line with the guidance provided by Room to Read.
  • Assists in reviewing the progress of implementation calendar, budget, annual plan, periodic program review, and overall tracking of program implementation.
  • Prepares and reviews program reports and responds as necessary (prepares action plan based on LFs’ report).
  • Documents best practices and lessons learned during field work and shares with relevant LP staff.
  • Supports annual, quarterly and monthly planning and reporting activities as needed.
  • Prepare monthly planning and program activities as per the need of LP in field.
  • Analyze the Program Implementation Monitoring (PIM) and puts status and makes the necessary planning for the improvement.

External Coordination and Networking:

  • Develops strong relationship with District Education Development and Coordination Unit and local bodies, Partner and other local level stakeholders, and ensures that they support the program of Padhnako Lagi Kotha.
  • Represents Padhnako Lagi Kotha in different forums and advocates for the importance of reading and need for libraries for children.

Qualifications:
Required:

  • Minimum Bachelor’s degree in Education in Nepali/English as specialization or other related field
  • Good knowledge and understanding of curriculum design and development
  • Experience in designing, developing and delivering training with good knowledge and skills in different socio-cultural context
  • Good teaching and Pedagogical knowledge to handle multi-level, multi-lingual students of primary grades
  • Minimum 4 years of working knowledge and experience in teaching, class room observation and teacher/ educator support
  • Good command of English and Nepali (both written and oral)
  • Prior success working closely and building relationships with diverse groups of people
  • Ability and desire to travel frequently
  • Good computer skills – Word, Excel, PowerPoint and good Nepali/ English typing skills
  • Two wheeler driving license
  • Passionate to work for Early Grade Readers

Preferred:

  • Master’s degree in Education in Nepali/ English or related field preferred
  • Experience in managing and/ or implementing Education related projects through development partners
