Job Description

Position Overview:
 
The Manager, Research, Monitoring & Evaluation’s primary responsibilities will include providing guidance and expertise to program teams on designing, implementing and managing our research, monitoring and evaluation system. The position will report directly to the Country Director and will have regular interactions with program staff. This position will be based in Kathmandu, but will require frequent travel to all areas where Room to Read operates.   The Manager, Research, Monitoring & Evaluation’s primary responsibilities will include providing guidance and expertise to program teams on designing, implementing and managing our research, monitoring and evaluation system. The position will report directly to the Country Director and will have regular interactions with program staff. This position will be based in Kathmandu, but will require frequent travel to all areas where Room to Read operates.  
 
Duties & Responsibilities:
  • In collaboration with Global Research Monitoring and Evaluation (RM&E) team, design, implement and analyze annual monitoring system for all of Room to Read’s programs, which are Literacy Program (LP) which consist of School Library, Classroom Instruction, Quality Reading Materials and School Infrastructure and Girls’ Education Program (GEP).
  • Lead the design, development, and analysis of Country Office (CO) level program monitoring and evaluation system in each Room to Read program in adherence with Global guidelines, policies and specifications. Collaborate with Program Operations Director (POD) and Program Technical Managers as necessary.
  • Provide support to Program Operations Director and Field Program Managers to implement and maintain monitoring and evaluation system in each Room to Read program in adherence with Global guidelines, policies and specifications.
  • As a member of the Country Management Team (CMT), advise to achieve the overall goal and strategies of the organization.
  • In collaboration with Global RM&E team prepare and update the Logical Framework (LF) or Theory of Change (ToC) for all the programs and help program team to regulate the framework for effective implementation and quality outcomes.
  • Train, mentor and support Global Solution Database (GSD) focal person and program team in the GSD related matter.
  • Identify and supervise CO led research projects on the design agreed with Global RM&E and ensure adherence to global RM&E guidelines of CO led research.
  • Provide technical support to CO for conducting any other research and evaluation including Room to Read’s project evaluation as per Room to Read-Government of Nepal’s project agreements.
  • Synthesize and analyze data and write summary reports of programs based on the research, monitoring and evaluation results and findings.
  • Provide support to Program in training and mentoring program staff to help them develop necessary knowledge and skill sets to run methodologically strong program monitoring and evaluation in their projects and ensure adherence to RM&E standard policies.
  • Identify key issues around program quality and links between monitoring, quality assurance and program/activities improvement, and recommend to Program Operations and Program-Technical functions.
  • Work with CO program team and GO team to codify best practices for Room to Read’s programs so that they can be shared across existing countries of operation and rolled out in new ones.
  • Provide project data and/or information for donor reporting and other requirements as requested by Country Director.
  • Conduct periodic project visits to assess the implementation of RM&E work, orient/train staff and maintain understanding of current stage of development of RM&E practice in the organization, and recommend for RM&E practices requiring improvement and investment.
  • Stay informed about topics and trends in the area of RM&E and recommend improvements to systems and processes.
  • Being a member of procurement committee, recommend procurement based on procurement policy.
  • Network with other non-profits and institutions running similar programs to explore areas of collaboration and knowledge sharing.
  • Represent Room to Read in different national and international forums and advocate the proven work of Room to Read to scale up work.
 
Qualifications: Required:
  • Master’s degree in the relevant field.
  • Minimum of five years’ work experience.
  • Ability to travel frequently throughout the country.
 
Preferred:
  • Prior experience working with I NGOs, schools, teachers, administrators and government officials.
  • Good command of computer programs such as MS Office suite, familiarity with databases, and internet skills.
  • Strong planning, supervisory, and management skills.
  • Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches.
  • Strong analytical skills and familiarity with the Logical Framework model for program planning, with proven ability to work with data software packages such as SPSS.
  • Demonstrated ability to transfer knowledge through informal and formal training for program team
  • Ability to travel frequently to districts throughout the country. The job requires at least 50% of time traveling to the fields/projects.
  • Strong operational management ability: a clear focus on results – sets goals, plans and prioritizes effectively, monitors quality and progress of work against plans.
  • Excellent communication and writing skills.
  • Strong verbal and written communication skills in English.
  • Proven track record of achieving results.
