Operations Officer, Literacy Field

Position Overview:

The Operations Officer, Literacy Field leads the strategic and tactical execution for all work related to implementing Room to Read’s Literacy program at the field level for a set of schools. This position serves as the main point of contact for school leaders and coordinates the work of other Room to Read (RtR) and Partner staff at schools in their jurisdiction.

Duties & Responsibilities:

  • Program Management, Implementation, Monitoring and Coordination:
  • Responsible for managing the ongoing implementation of the Literacy program for a set of schools, ensuring timely, efficient and well-coordinated implementation of all activities.
  • Serves as the primary person responsible for the project management of Literacy program implementation and fostering and monitoring relationships with schools, communities, District Education Office and partner NGOs.
  • Serves as the main point of contact for school leaders should issues arise, and should be available to visit each school under their responsibility at least once per quarter.
  • Responsible for ensuring schools receive materials and furniture at the appropriate time.
  • Coordinates with the Program Officer, School Infrastructure and Technical Officer, Literacy Field to organize work with schools.
  • Oversees fund request of Partner, review of expenditures, fund release etc. as per signed Memorandum of Understanding (MoU).
  • Sets work objectives for the Directs and does the close supervision.
  • Manages the Partner staff such as Procurement Committee (PC), Literacy Facilitators and Library Management Facilitators who also have a dotted-line reporting relationship to the Technical Officer, Literacy Field for technical support and guidance.
  • Ensures that all activities planned have been carried out with quality.
  • Performs other duties as assigned by direct supervisor.

Planning, Reporting and Documentation:

  • Assists in developing the annual plan and budget for the assigned geographical area in line with the guidance provided by the Global Office (GO).
  • Assists in reviewing the progress of implementation calendar, budget, annual plan, periodic program review, and overall tracking of program implementation and spending.
  • Reviews program reports and responds as necessary.
  • Monitors and gathers information for reports on the status and progress of project sites.
  • Documents best practices and lessons learned during field work and shares with relevant Literacy program staff.

External Coordination and Networking:

  • Develops strong relationship with District Education Office (DEO), Partner and local level stakeholders and ensures that they support the program of Room to Read (RtR).
  • Represents Room to Read in different forums and advocates for the importance of reading and need for libraries for children.

Qualifications:

Required:

  • Bachelor’s degree in Business, Management or other related field.
  • Minimum of 5 years of professional experience.
  • At least a working knowledge and understanding of project management methodology and software.
  • Strong planning, budgetary, supervising, and project implementation skills.
  • Ability to travel regularly to project sites and District offices throughout the region.
  • Strong Nepali and English verbal and written communication skills.
  • Proven track record of achieving results.
  • Proven ability to work effectively with schools and communities.
  • Prior success working closely and building relationships with diverse groups of people.

Preferred:

  • Master’s degree in Business, Management, or other related field.
  • Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead.
  • Prior experience in a fast-paced, growth-oriented global or regional organization.
  • Experience working in community development projects in rural communities.
  • Prior experience working with schools, teachers, administrators and government officials.
