Position : Team Leader - Evidence for Development Programme, Nepal

Job Description

The Team Leader will provide programme leadership and oversight for an anticipated DFID-funded Programme and serve as the day-to-day in-country point of contact for DFID. The Programme will focus on capacity building and improving the use of data and evidence for development and policy making in Nepal both at the district level and nationally.

The position will be based in Kathmandu, Nepal and report to RTI’s Governance and Economic Development Division.

The Team Leader will perform duties such as:

Programme Leadership and Management

  • Responsible for the day-to-day oversight of programme operations, planning and implementing programme activities, and preparation of quarterly reports.
  • Liaise with RTI head office and relevant technical support units to ensure high-quality, cost-conscious, and timely delivery of technical and contractual deliverables and to assume responsibility for overall programme success.
  • Liaise with other government counterparts, local organizations, and program partners;
  • Develop and implement annual project work plans and performance milestone plans;
  • Ensure that project activities are meeting client and stakeholder expectations;
  • Ensure the timely and quality completion of all programme technical and financial deliverables and reports;
  • Supervise and provide direction to all programme technical and administrative staff;
  • Provide technical leadership and assistance in the field of data and statistics for policy.

Coordination and Communication with Stakeholders

  • As RTI’s representative in the field will be primarily responsible for developing and managing the relationship with DFID and serve as the point of contact for the DFID Programme Manager – ensure DFID remains informed about the status of the programme and related developments in Nepal through formal and informal channels, including e-mail and telephone.
  • Meet weekly in-person with the DFID Programme Manager for the initial three to six months to discuss programme implementation and progress of start-up and technical activities. These routine consultations will facilitate in-depth discussions on issues and challenges that may require DFID input or action. After the first six months, these meetings may reduce in frequency to occur biweekly or monthly, based on the comfort level and expectations of the DFID Programme Manager.
  • Provide leadership and direction to the programme team and partners, fostering external collaborations with relevant Government of Nepal Ministries and Agencies;
  • Manage the partner relationships.

Qualifications

Requirements:

  • Advanced degree in statistics, data management, business administration, international development, governance, economics or related field;
  • Minimum of 10 years’ experience related to capacity building, high-level and local policy dialogue, participatory planning, quantitative and qualitative data analysis, database design for municipal or sub-national indicators tracking, and experience with implementation and policy design of decentralized programs in South Asia (experience in Nepal highly preferred).
  • Excellent communication skills (attention to details is required); flexible and able to multi-task;
  • Must be able to work collaboratively (across time zones and cultural boundaries);
  • Ability to interact effectively with all levels of internal and external clients;
  • Excellent organizational and analytical skills and a reputation for strong personnel and programme management;
  • Willingness and ability to live and work in Nepal for the duration of the Programme.
  • Fluency in English is required.
