Job Description

RTI International, the International Education Division is currently accepting applications for a Regional Accountant/Administrative Specialist (one position) to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. This is a full-time position.The program will work closely with and support the Government of Nepal's design and initial implementation of a national education model that standardizes early grade reading in public schools. The position will be based in Pokhara, Kaski.

The Regional Accountant/Administrative Specialist will have multiple role and will manage general office, grantee's finance and compliance, and accounting activities to ensure smooth, efficient, and effective operations. S/he will ensure appropriate systems and procedures (cash management, vendor payments, budgeting and other related expenditures) are followed to properly disburse, account, budget and report project funds which are cost effective, timely, have proper internal controls and comply with the terms of the agreement.

Primary Responsibilities: 

Accounting:

  • Ensure smooth, efficient and accurate accounting operations of the office so that the project activities can be financed efficiently and on timely fashion to maximize the impact of the project.
  • Maintain project accounts using QuickBooks according to the RTI regulations.
  • Keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping.
  • Review expenses and financial transactions to ensure it is in compliance with RTI procedures and terms of the agreement.
  • Prepare invoices, write checks for payment.
  • Prepare and submit monthly bank reconciliations.
  • Estimate monthly cash needs and prepare the request and submit to EGRP Kathmandu office for wire transfers from RTI headquarters.
  • Maintain petty cash account.
  • Coordinate with District Coordinator to compile project financial reports.
  • Identify potential accounting discrepancies and work with the Finance Director to effectively research, track and resolve these issues.

Grants:

  • Support and follow up with grantee for timely financial reporting and advance request.
  • Conduct monthly financial review of grantees and submit monthly financial report to Grants team, Kathmandu.
  • Provide guidance to grantees to ensure grants policies and procedures are followed.
  • Conduct spot checks and grants monitoring field visits of grantees activities.
  • Provide backstopping support to grantees on financial management as needed.
  • Report suspicious activities (if found) to regional manager and grants manager.
  • Support to manage the School Improvement Grants program process which includes review of SMC grants budget during grants application process to verify proposed budget matches with deliverables, its quantity and beneficiaries numbers, support regional manager to submit grant application to grants team, review/verification of achieved milestones and its supporting documents, review/recommend/process payment requests, transfer fund to School accounts after approval of payment requests, submit milestones payment related documents to grants team for GMS reporting, support in grants close-out process etc.
  • Ensure VAT reporting of grantees.

Operations:

  • Assist in setting up the office space and liaise with property management to ensure rehabilitations are completed according to lease.
  • Maintain inventory tracking system and perform reviews to ensure compliance with RTI procedures and terms of the agreement.
  • Perform general administrative duties, including organizing and maintaining office files and records, photocopies, making arrangements, and operating office equipment.
  • Coordinate internal and external meetings. This may include booking rooms, ordering refreshments, coordinating schedules and meeting invites, preparing agendas, and taking meeting minutes.
  • Coordinate and track project-related travel and accommodations (domestic).
  • Manage vehicle log book.
  • Type/edit project related documents.

Required Skills and Qualifications:

  • Bachelors Degree in Accounting/Finance with 3 year of experience in Finance/Accounting and Administration in International Non-Government Organization.
  • Understanding of USAID contract policies and regulations are an added advantage.
  • Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary.
  • Strong knowledge and practical experience in electronic bookkeeping. Experience working with QuickBooks Pro accounting software will be desirable.
  • Must be detail oriented, organized and able to meet tight deadlines.
  • Ability to interact with staff at all levels in a fast paced environment, sometimes under pressure, proactive, resourceful and efficient, with a high level of professionalism.
  • Proficient in both written and spoken English and Nepali, proficiency in local language and dialect will be an added advantage.
