Job Description

Internal Control Specialist


The incumbent is responsible for reviewing project operations, systems, and procedures, and providing recommendations to ensure effective utilization of project resources and compliance with the terms and conditions of donor requirements. The scope of work includes SB project units based in Nepalgunj, Kathmandu, AnbuKhaireni, and Charikot, as well as implementing partners based in Kathmandu and 12 project districts. The position is based in Kathmandu with extensive travel to project areas, including at least one week each month in Nepalgunj.
 

The Internal Control Specialist reports to the Chief of Party. Specific Duties and Responsibilities:
• Reviews project operations for internal controls and compliance with terms and conditions of donor requirements, accounting standards, and Pad policy
• Reviews and tests procedures and systems of internal controls at SB and sub recipient organizations to ensure they are functioning as planned and in accordance with sound financial and managerial principles
• Prepares written reports of review findings, mcludmg specific recommendations for corrective action, where appropriate
• Facilitates and monitors the implementation of corrective plans to aid SB in improving compliance with procedures and processes
• Provides guidance to staff and partners regarding best internal control practices that minimize risk to the organization
• Ensures internal control activities are in compliance with guidance provided by Pact headquarters
• Participates in formulating policies and procedures to improve internal controls, compliance, andproject elf dency
• Performs other related duties as assigned

Minimum Qualifications:
• Master's Degree in finance, accounting, or CPA/CA/ACCA
• Seven years of internal audit experience
• Experience in financial management of US Government contracts and/or sub contracts, preferably USAID
• Willingness to travel extensively (up to 50% of the time)
• Excellent written and oral communication skills
• Proficiency in Microsoft Word, Excel, and Outlook
• Fluent in English and Nepali

Preference for:
• Experience in US government audit or corporate internal audit
• Accreditation or certification in project management
• Knowledge of OMB circulars and Federal Acquisition Regulations
• Knowledge of other local languages
