Job Description

Key Responsibilities

  • Oversee the implementation of the program’s learning and research agenda.
  • Lead design and development of program specific Performance Monitoring Plans as well as M&E plans for Pact and its partners.
  • Spearhead research on women’s economic empowerment issues and conduct operations research and in-depth assessments of program activities.
  • Serve as the knowledge manager and ensure dissemination of key findings on women’s economic empowerment issues to relevant stakeholders.
  • Develop a participant feedback mechanism and assessment system of program services to determine priorities and responsiveness to needs.
  • Ensure program staff and senior management have access to and use data collected to make informed and timely decisions related to program implementation.
  • Provide technical assistance in the use of evaluation results and beneficiary feedback to help shift policy discussions based on the promising and best practices.
  • Monitor data collection, collation, storage, analysis and reporting.  

Basic Requirements ​

  • At least 7 years overseeing M&E for complex and large-scale programs, preferably in the economic development sector.
  • Advanced degree (at least a Masters) in a relevant field.
  • Proven expertise in quantitative and qualitative methodologies, operations research, Management Information Systems, reporting, data quality assessment, data analysis, and presentation.  
  • Capability to collect, maintain and utilize diverse data to provide reports on program effectiveness.
  • Experience developing and utilizing M&E tools and trainings.
  • Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming.\Demonstrated capacity to coordinate and implement evaluations, including experience developing terms of reference, recruiting, training and managing a diverse team.
  • Written and oral proficiency in English is required.

Preferred Qualifications 

  • M&E and research experience in economic development programs—particularly those focused on women and girls—is strongly preferred.
  • Experience implementing or managing economic development programs in Nepal is a plus.
  • Nepalese nationals are encouraged to apply.
  • Nepali language skills.
