CARE -ICCO Consortium

1. Background information

Prayaas-II, a CARE-ICCO consortium project (CARE as lead and ICCO Cooperation as consortium partner) is being implemented since April 2018. The project’s objective is to reduce the humanitarian risks of at risk households through integrated risk governance, safe reconstruction and risk transfer mechanisms. The targets for reducing the humanitarian risks emanating from post-earthquake and addressing future risks through disaster risk reduction, reconstruction of damaged houses through livelihood actions are the most vulnerable and marginalized households. One of the key postulates in the project is “quick impact livelihood intervention” acting as a catalyst for faster reconstruction translating into building resilience with Build Back Better (BBB) approach and disaster risk reduction of project’s target groups. The project is implemented in three rural municipalities: Indrawati in Sindhupalchok district, Bhimphedi in Makwanpur district and Sirachok in Gorkha district. The project is implemented through the local partners in each district: CCDN in Makwanpur; CSRC in Sindhupalchok and SSICDC in Gorkha. The project focuses on a) addressing the humanitarian risk of most at risk households through access to financial resources innovative quick impact livelihood action and joint advocacy, b) collective vulnerabilities reduction of at risk communities through strengthening community structure, risk informed programming, actions and c) strengthening inclusive risk governance to address the reconstruction, Disaster Risk Reduction (DRR), effective preparedness to response and to ‘Build Back Better’.

2. Objectives of the assessment

  • To assess the extent to which livelihood interventions supported faster reconstruction of vulnerable / marginalised households, reducing humanitarian risks and building resilience to deal with future disasters.
  • To develop lessons learnt, document best practices, and recommend practical solutions through consultative process for future integrated livelihood-DRR-reconstruction actions in humanitarian settings with BBB concepts.

3. Scope of the assessment

  • Desk review of existing internal and external documents to understand the project approach and context of the assessment. This will include (but not limited to) existing monitoring and evaluation data and reports, beneficiary selection criteria, internal documentation and policies, donor reports and other data from ICCO and CARE or secondary sources;
  • Design and develop detailed methodology together in agreement with consortium project team;
  • Conduct review and analysis of local government policies and plans, and community structures to support risk sensitive livelihood recovery actions.
  • Conduct detailed analysis of beneficiary households affected by the earthquake and those at the verge of humanitarian risks and their access to financial resources;
  • Assess the impact/ effect of livelihood interventions supporting in faster reconstruction of houses and reducing humanitarian risk
  • Document best practices and lessons learnt (positive and negative) of livelihood support provided by the project (a) in quick reconstruction of houses (b) reducing humanitarian risks and (c) building resilience of vulnerable households and communities to deal with future disasters.
  • Produce a single document addressing the objectives of assessment.

4. Methodology

The consortium promotes use of mixed methodologies (Qualitative and Quantitative method) to accomplish the assignment. Use of participatory methods and tools are encouraged. The interested consultant /firm is expected to propose detailed methodologies and tools for this assignment. The methodologies to be agreed by both the consultant/firm and the consortium team with open discussion and mutual understanding. 5. Deliverables

Deliverables should include following:

  • An inception report including:
    • A summary of assessment methodology and techniques that includes work plans, itinerary, data collection methodologies, stakeholders to be consulted, sampling framework, qualitative and quantitative protocols for data collection and analysis etc:
  • Presentation of preliminary findings
  • Draft assessment report, a maximum of 30 pages, written in english including 2 pages of executive summary and excluding relevant annexes.
  • An electronic copy of all final data (Qualitative and Quantitative)
  • A final assessment report meeting the objectives, maximum 30 pages, excluding relevant annexes.

The structure of the report should include the following

  • Executive summary
  • Brief background/context
  • Brief summary of methodology
  • Main findings of the assessment
  • Recommendation for future consideration

6. Contracting details

The consultant will be given a fixed price contract to include (a) all of the activities and deliverables listed above and (b) all local transportation, logistics for travel to project sites and in country accommodations. The consultant will be expected to travel to and between the Prayaas-II project sites.

7. Schedule of activities

The work will be carried out over a period of two months during the period of November- December 2019. The estimated number of working days will be 30 days within the consulting period.

8. Desired qualification and experience

Total scoring is 100 points, that includes 70 points on technical expertise (Consultant relevant expertise and experience, team composition) and financial scoring 30 points (cost effectiveness and realistic budget plan)

9. Evaluation criteria

Preference will be given to applicants with the following:

  • Proven experience with conducting qualitative assessments and data analysis including 5-7 years of experience of carrying out research studies;
  • At least 10-15 years of professional experience in Livelihood, DRR, with understanding of resilience, planning and tools, GESI, recovery and community development approach;
  • Consultants must have a gender balanced and multidisciplinary team with expertise in disaster risk reduction/ management, livelihood, GESI and research studies.
  • Fluency in written English and demonstrated ability to analytical and quality report writing;
  • Proposal should be no longer than 5 pages excluding CVs, budgets and work samples
  • Consultants/firm should be registered in VAT

Proposal must include:

  • Updated CVs of all team members
  • Short cover page detailing how the candidate meets the required qualifications, skills and experience
  • A short description of the assessment approach, activities and estimated timeline
  • Detailed budget including daily rate of team members and travel costs
  • An example of previous work complement on a similar assignment
