Duty Station: LWF Nepal/Provincial Office - Centre, Kathmandu with 80% field visits
Reports to : Project Manager, Assistance to POCs in Kathmandu, Provincial Office – Centre
The Enterprise Development Officer is entrusted with the responsibility for enterprise development and proper livelihood support under the project “Assistance to Persons of Concern (POCs) in Kathmandu ” within the agreed framework of the UNHCR. The EDO shall perform within the framework of LWF Nepal’s Country Strategy, Country Annual Plan (CAP) and Project Documents (PDs).
Under the overall supervision of the Provincial Program Coordinator/Sustainable Livelihood Development Coordinator, Provincial Office Centre and reporting directly to the Project Manager, the Enterprise Development Officer will have the following responsibilities:
Key Responsibilities:
- Responsible for comprehensive assessment, planning, implementation, monitoring and follow ups, management and reporting of overall livelihood support program for POCs.
- Work closely with mandated Persons of Concern (POCs) in the field (spend 80% time in the field) for accessing their existing capacities for income generating opportunities, their needs, interest, gaps and challenges in identifying the vulnerable families for self-reliance and livelihood support opportunities for the newly recognized POCs.
- Take lead to work in a group approach modality in every community of POCs.
- Conduct regular assessment on the status of POC for the necessary program execution.
- Conduct market assessment, identifying new market opportunities, ensure proper linkages with markets and informal sectors,and financial services.
- Establish and ensure informal income generating opportunities and assist the Employment Promotion Officer on job placements in informal sectors for POCs as and when required.
- Be responsible to conduct group formation of POCs beneficiaries and in strengthening capacity of groups for savings and credit/revolving funds.-Be responsible and take lead in conducting timely business training, coaching and refresher for POCs beneficiaries supported in 2018 and 2019. -Take lead and be responsible for ensuring timely follow-ups, individual coaching, guidance and monitoring of the established businesses/vocational trainings of 2017 and 2018.
- Be responsible to prepare monitoring reports and submit to the Project Manager on timely basis and ensure that the lessons learnt through monitoring and evaluations are captured, capitalized and incorporated into future proposal design.
- Ensure budgets and expenditures are monitored in compliance with financial regulations.
- Perform training need assessment for POCs and coordinate with related donors and stakeholders in vocational training and entrepreneurship/enterprise development areas.
- Maintain good communication and close coordination with UNHCR, POCs and other partner agencies to develop and implement various project activities.
- Carry out additional duties assigned/requested by the Project Manager.
Qualification and Experience:
- Minimum of a Master’s degree in social and human sciences, international development or another relevant field is required; advanced degree preferred.
- Minimum of 3 years’ experience in relevant program/projects in I/NGOs.Strong understanding of issues concerning Refugees and IDPs.
- Be versed of international and national legal instruments related to Refugees and IDPs and the role of UNHCR and humanitarian organization like LWF Nepal.
- Knowledge and understanding of systems led approaches is highly preferred.
- Demonstrated ability to work in complex environments under tight deadlines. Previous experience is highly preferred.
- Strong organizational and livelihood management skills with demonstrated experience in strategic planning and ability to work independently are required.
- Experience in establishing viable micro and small business enterprises
- Familiarize him/herself with the mandate, mission and objectives of the Lutheran World Federation Nepal.
Competencies Required:
- Expertise/experience in small and micro enterprise development
- Skills in providing entrepreneurship & skill trainings
- Ensure a gender perspective in the scope of work
- Proficient in computer skills with good MS Office and good writing, including preliminary research and information gathering from the internet, MS Word, Excel and Power Point preparation is required with good report writing skill
- Fluency in written and spoken English and Nepali required with good communication skills
- Ability to possess community engagement
- Should be able to drive motorbike/scooter and hold a valid driving license for same
- High level of organizational ability and integrity
