Responsibilities: The Disaster Risk Reduction Officer (DRRO) will work as part of a technical support unit for implanting partner organization and is responsible to conduct and carried out outputs of all the Disaster Risk Reduction/Climate Change Adaptation related program activities with all terms and conditions mentioned in partnership agreement for program “Promoting, Health and Alternative Livelihood (PAHAL) Program” implementation between implementing partner organization ………………………… and Mercy Corps Nepal in …………………………................................................. district on behalf of our organization. DRRO will work under the Project Coordinator (PC) of implementing partner organization for day to day management, planning, implementation with the coordination and oversight with the District Coordinator (DC) and Regional Disaster Risk Reduction Officer of PAHAL program for technical support, advice and backstopping.

 

  1. Main Assignment & Responsibilities

  • Planning and implementation of the all DRR/CCA related activities in an accordance of the PAHAL program sub intermediate output 3 (Sub IO 3) with the all terms and condition as agreement, strategy, objectives, results and indicators for carried out desired output within the framework of program document, budget and work plan.

 

  • Building strong coordination and linkage with the District Disaster Relief Committee (DDRC), District Development Committee (DDC) and Local Disaster Management Committees (LDMCs) for smoothly implementation of planned activities in district, VDC and community levels as plan.

 

  • Facilitation to the District Disaster Relief Committee, Local Disaster Management Committees, Early Warning System Committee at district and VDC levels and taskforces for strengthen through capacity building activities on assessment, planning and implementation.

 

  • Facilitation to district and VDC levels Early Warning System committees for Specific Operating Procedures development and to establish observation and monitoring adequate services as required for functioning EWS in district and community level.

 

  • Assist to the community mobilizer, supervisors and volunteers for their assigned responsibility accomplishment in properly with the guidance of Project Coordinator, District Coordinator and Regional Disaster Risk Reduction Officer of PAHAL program for carried out the program’s outcomes within the time frame of program.

 

  • Work closely with District Disaster Relief Committee, Local Disaster Management Committees for ensuring community awareness events as door-to-door campaign with information education and communication (IEC) materials, street drama, jamboree and mock drills.

 

  • Effort to bring out in light the program activities' achievements through mass-media and media advocacy.

 

  • Field data and information gather as an according to M&E tools in reference of conducted events and action plans and photographs. And develop the analytical reports and submit to the authority and donor agencies on time.

 

2. Additional Assignment and Responsibilities:

  • Will act as the lead contact between the program and the District authorities

  • Will maintain a good and close working relationship with the Regional Disaster Risk Reduction Officer as well as District Coordinator of PAHAL program.

  • Lead on District and VDC levels facilitation of DRR/CCA activities.

  • Ensure all communications and visibility requirements of the project/donor are adhered to.

4. Performance Indicator:

  • Timely execution of the activities assigned for the PAHAL program

  • Proper coordination within the program counterparts.

  • Well planning and organizing timely conduction of the program activities, training and workshop related DRR/CCA related activities in district, VDC and community levels.

  • Well documentation and prepared reports and proposal documents.

 

5. Knowledge and Experience:

  • Minimum of a bachelor’s degree in social and human sciences, international development or another relevant field is required

  • Minimum of 2-3 years’ experience in relevant program/project management, including focus on DRR and CCA preferred.

Community Rural Development Society – Nepal

Community Rural Development society-Nepal(CRDS-Nepal) founded in 1992, registered in district administration office Darchula one of the most remote district of Nepal to participate in community devlopment process as non profitable organization. At present, it is a consortium of 11 members. The early focus was on improving infrastructure in remote areas and agriculture extension activities as partner organization of District Agriculture Development Office. Today, its programs are wide ranging and promote equitable and sustainable livelihood in rural area of Nepal.   The programs include: improving people’s access to food, health, education, economic opportunities, natural resources and safe environment; promoting governance, peace and disaster risk reduction; and strengthening the ability of the poor and marginalized to exercise their rights and participate in the decisions that affect their lives.

CRDS Nepal works through both formal and informal collaboration at multiple levels: with local NGOs, CBOs, government agencies, communities, civil society groups, federations, networks and private sector. CRDS Nepal is currently working in partnership with community level local CBOs, different networks and a range of community groups. Partnership with local institutions is an important means of increasing the reach and sustainability of CRDS programs, while increasing the institutional capacity of CBOs. CRDS’s collaboration with government line agencies ensures that it’s programs complement local level plans and policies.

Today, CRDS Nepal operates in 41 VDCs of remote part of Darchula Districts & far western development region through 7 community development programs. Now It has expanded its working area throughout Nepal. National level programs are being coordinated by central office established in kathmandu.

It is one of the pioneering NGOs that have adopted the Participatory Approach in working with marginalized families and communities in delivering developmental programs in Darchula district of Nepal.
