Job Description

Position: Supply Chain/ Field Facilitator

Number of Positions: 30 (Thirty)

Duration: Project Period

Duty station: Respective Branch office as designated by the project with at least 75% travel to the Project area

Report to: Supply Chain Officer/ Branch Manager

Mode of Contract: Contracts will be made annually with a probation period of six months. The annual contract will be extendable up to the project period of VITA based on satisfactory performance in the preceding contract assessed by the project.

Roles and Purpose of the Assignment: The Supply Chain/ Field Facilitator, under the direct supervision and guidance of the Supply Chain Officer, will be responsible for the implementation of the Supply Chain development interventions in the respective Branch and to guide and coach customers/ farmers to facilitate to avail banking products and services and support Supply Chain actors in strengthening linkages, business planning, investment analysis and other areas that lead to improved performance of the Supply Chain system.

  • Mapping of agriculture groups & agriculture cooperatives

  • Identification of potential agriculture groups/cooperatives for agriculture insurance

  • Support in the baseline survey

  • Awareness creation among agriculture groups/cooperatives for agriculture insurance

  • Support in coordination and linkage with local bodies, Government agriculture/livestock offices, market traders, processors, agro vets, paravets, other existing potential stakeholders

  • Support in implementation of Multi Stakeholder’s Platform (MSP) at cluster level/district level

  • Support in implementation of the training program of agriculture groups/cooperatives

  • Support in insurance roll-out (filling formats and essential documents)

  • Train insured members in filling Farmers Dairy

  • Effective monitoring, follow-up, and supervision of targeted farmers groups/cooperatives (monitoring of farmers diary, proper insurance utilization, coordination with contract traders/processors, claim settlement, income/profit from enterprise)

  • Support in claim management

  • Progress reporting to ADBL branch (monthly, quarterly)

  • Aware farmers of the advantage of Kishan credit Card/Apps and facilitate them in its purchase & proper operation

  • Aware smallholder farmers about the highly subsidized agriculture loan and also support in filling loan demand letter, preparing business plan, the opening of the new account, remit transaction through formal sector (only if farmers need)

  • Other activities guided by the branch manager, loan official, supply chain coordinator

Job Specification

Qualification, Experiences, and Competencies:

  • 12 Class Completed or Technical agriculture education from recognized institute or equivalent.

  • 2 years of prior experiences and interest working in a rural area in financial inclusion, development studies, management, or related discipline

  • Proven capacity to use Computer-based data processing and information analysis; 

  • Excellent report writing and dissemination skills.

  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders

  • Proficiency in MS Office suite including Powerpoint, Excel, and Word.

Preferences will be given to:

  • Previous work experience in financial inclusion in rural areas

  • Ability to produce knowledgeable products

  • Fluency in local language

Supervision and Administrative Control:

  • The Supply Chain/ Field Facilitator will be administratively accountable to the Branch Manager/ and S/He will be technically accountable to the Supply Chain Officer/ Supply Chain Coordinator.

Performance Assessment:

  • The performance assessment of the Supply Chain/ Field Facilitators will be based on the quality and timely completion of the tasks assigned as per ToR. Details on the indicators for performance assessment will be negotiated and agreed upon at a later stage once s/he signs a contract with the RPSF. The RPSF reserves the right to terminate the contract if the performance is assessed as unsatisfactory.

  • The Terms of Reference are subject to revision/update annually per the requirement of the RPSF based on planning trajectory, modification in RPSF project design, or as recommended by Joint Reviews/Supervision Missions and lessons learned during the course of implementation.

Remuneration and benefits:

The salary and allowances for the position will be:

Amount in NPR (000): 30 to 35

Other Benefits:

  • Transportation and daily subsistence allowance to the staff members listed above will be provided only for the official duty travels commensurate to the 7th class officer of the ADBL.

  • All the contracted positions will be provided with a one-month additional salary on a pro-rata basis. This one-month additional allowance will be applicable only after serving the Project for at least 9 months.  

  • Leave: All contracted positions mentioned above will be provided 12 days of home leave and 6 days of casual leave.

  • Insurance: All the contracted staff members will have to buy their own life insurance cover including accidental coverage. The project will reimburse 50 % of the monthly premium or NP Rupees 300 per month (whichever is lower) for the period the staff member will be working in the project, upon submission of a copy of the insurance policy and receipts.

Age Limit: The upper age limit for all the contracted positions at the time of contract signing will be 55 years.
