Job Description

Position:                             Agriculture Value Chain Financing Expert

Number of Position:               1 (one)                             

Duration:                            Project Period

Duty station:                     Project Management Unit with a frequent field visit to the Project area2 and potential market.

Report to:                          Head, SME & Agriculture Department and Project Director

Mode of Contract:           Contracts will be made annually with a probation period of six months. The annual contract will be extendable up to the project period of VITA on satisfactory performance in the preceding contract assessed by the project.

Roles and Purpose of the Assignment:

The Agriculture Value Chain Financing Expert will work in the PMU with overall responsibility and leadership on the planning, implementation, and monitoring of the Value Chain Financing subcomponent in tandem with  other components of the RPSF project. Under direct supervision of the Program Coordinator (Chief Executive Officer) and in coordination with PMU director, S/he will work closely with concerning departments and province offices in developing various value chain financing products and capacity building of rural customers to enhance access to financial services among project target beneficiaries.

Specific duties and responsibilities:

  • Assist to develop, plan, direct and coordinate activities for projects in the area of Agricultural and Value Chain Financing.

  • Assist to map Value Chain and develop Agricultural Value Chain Financing Models that includes all the  actors within the Value Chain.

  • Maintain communication with project stakeholders and manage expectations.

  • Review existing Agricultural Portfolio of the bank with regards to market assessment/ document analysis of Agriculture and Agricultural product segments and recommend necessary strategies for further business  development.

  • Work with the Project management team to strategize, continuous support to agricultural sectors and sub sectors. Gather financial and operational information of the project area with support of Project Management Unit and other concerning departments.

  • Assist to identify and determine the sustainable and viable agricultural Value Chain Sectors and Subsectors in project area in accordance and aligning the strategies of Ministry of Agriculture Livestock Development,NRB directives, Monetary Policy and BAFIA.

  • Carryout necessary activities required to connect Kishan Card and Kishan Mobile apps with various value chain actors including identification of collaborative partners, cooperatives and other agencies.

  • Develop and strengthen linkage and coordination among government agencies, probable partners, collaborators and ADBL to disseminate information regarding Kishan Card/ Kishan Mobile apps and assist to acquire lager cliental base.

  • Advice PMU on different aspect related to Agricultural/ Value Chain Financing as well as Commercialization of Agricultural Financing through ADBL.

  • Suggest any shortfalls in the implementation of RPSF plan and devise appropriate remedial measures in consultation with the management and board of directors.

  • Assist to integrate ADBL’s digital banking products with digital financing eco-system involving all the stakeholders and clients associated with the project.

  • Provide support and guidance for the gathering of data and information needed to undertake an effective monitoring and evaluation of all the activities included in the subcomponent;

  • Facilitate and support documentation of experiences, lessons learned, good practices, and case studies as part of knowledge management and facilitate exchange of information and knowledge exchange with the support of RPSF teams;

  • Ensure timely and regular reporting to PMU as per prescribed format, hard or electronic, or both;

  • Other activities as directed by the office of CEO and PMU

Job Specification

Academic Qualifications and Work Experience

  • Master’s degree in Agriculture/ Business studies, Rural/Finance, Economics or equivalent with at least 5 years’ experience or Bachelor’s degree in Business studies, Finance, Economics or equivalent with at least 7 years’ experience in agriculture value chain development in particular and capacity building and access to finance /and or Supply Chain Financing in general.

  • Proven experiences in value chain mapping and financial linkages among cooperatives, supply chains stakeholders and BFIs.

  • Proven skills in enterprises promotion, supply chain & economic development and solid understanding of the theory and practice of inclusive development.

  • Excellent inter-personal skills, proven networking, team-building, decision making, organizational and communication skills

  • Demonstrated knowledge and sound understanding in issues relating to gender and social inclusion including economic development.

  • Capable writer of reports with a wide range of computer skills.

  • Good written English.

Preferences will be given to:

  • Candidate with experience of cooperative promotion and management, Enterprises promotion, business facilitation, supply chain /Supply Chain development.

  • Women candidates & Candidates from ethnic minorities.

Supervision and Administrative Control:

  • The Agriculture Value Chain Financing Expert will be administratively accountable to the Project Director of RPSF. S/He will be technically accountable to the Program Coordinator (Chief Executive Officer) .

Performance Assessment:

  • The performance assessment of the Agriculture Value Chain Financing Expert will be based on the quality and timely completion of the tasks assigned as per ToR. Details on the indicators for performance assessment will be negotiated and agreed upon on a later stage once s/he signs contract with the RPSF. The RPSF reserves the right to terminate the contract if the performance is assessed as unsatisfactory.

  • The Terms of Reference are subject to revision/update annually per requirement of the RPSF based on planning trajectory, modification in RPSF project design, or as recommended by Joint Reviews/Supervision Missions and lessons learned during the course of implementation.

  • Remuneration

Salary and allowances: Amount in NPR (000) 130 to 160

 

Duty Station: PMU, ADBL, Head Office

 

Other Benefits

 

  1. Transportation and daily subsistence allowance to the staff members listed above will be provided only for the official duty travels commensurate to the 7th class officer of the ADBL.

  2. All the contracted positions will be provided with one month additional salary on pro rata basis. This one month additional allowance will be applicable only after serving the Project at least 9 months.

  3. Leave: All contracted positions mentioned above will be provided 12 days of home leave and 6 days of casual leave.

  4. Insurance: All the contracted staff members will have to buy their own life insurance cover including accidental coverage. The project will reimburse 50 % of the monthly premium or NP Rupees 300 per month (whichever is lower) for the period the staff member will be working in the project, upon submission of copy of  insurance policy and receipts.

 

Age Limit:

The upper age limit for all the contracted positions at the time of contract signing will be 55 years.
