Job Description

Position:                             Digital Financial Expert(Kishan Card/ Kishan Mobile Apps)

Number of Position:          1 (one)

Duration:                            Project Period

Duty station:                     Respective Department as designated by the project with frequent field visit as per required to the Project area1 and other potential area.

Report to:                          Department Head, Digital Banking Department/ Project Director, PMU

Mode of Contract:           Contracts will be made annually with a probation period of six months. The annual contract will be extendable up to the project period of VITA on satisfactory performance in the preceding contract assessed by the project.

Roles and Purpose of the Assignment:

The Digital Financial Expert will work in the Digital Banking Department with overall responsibility and leadership on the planning, implementation, and monitoring of the Digital Financial Inclusion sub component including Kishan Card and Kishan Mobile Apps in tandem with other components of the project. Under direct supervision of the Department Head, Digital Banking Department and in coordination with PMU, Project Director, S/he will work closely with other concerning departments, Card and mobile apps service provider and RPSF project in developing various digital financial products and capacity building of ADBL employee and rural customers to enhance access to financial services among project target beneficiaries.

Specific duties and responsibilities:

 

  • Responsible for the coordination, supervision, management, and optimal mobilization of field facilitator, ADBL branch staff and ADBL’s training centers in delivering digital financial literacy and digital financial services to project target group in particular poor, migrants and returnees’ households;

  • Work with Digital Banking Department in coordination with Department head/ PMU Director to design / develop appropriate digital financial instruments / products to channelize Kishan Card/ KIshan Mobile apps through gaining field insights on the requirements of the entrepreneurs, supply chain actors and migrants;

  • Carry out due diligence, prepare the ToRs and develop partnership with other digital financial service providers, capacity developers of groups/ cooperatives and training institutions;

  • Facilitate & support bank for wider dissemination of Kishan Card/ Kishan Mobile apps as well as other digital financial products and services.

  • Assist in designing and developing of loan automation and online loan products/ policies and digital marketing plan and Policies.

  • Coordinate with concerning Department including IT department regarding any issues related to Kishan Card/ Kishan Mobile apps and any other digital financial services.

  • Coordinate & work with partners in the field (Digital Financial Service Providers, Agriculture Information System providers, Municipalities, NGOs/ INGOS working on digital agriculture, capacity developers and training institutions) to ensure that need based digital financial services are provided to the project beneficiaries including women and youth;

  • Carry out periodic performance survey of project partner and assess their performance while ensuring access to digital financial services at an affordable cost for supply chain stakeholders, agri-entrepreneur, women and youth;

  • Ensure participation of different value chain/ supply chain actors in Multi stakeholder platforms (MSP) and understand the need and issues and work with them to address issues related to Kishan card/ Kishan Mobile apps and other digital financial services of the bank;

  • Ensure that lessons from access to digital financial services (especially Kishan Card and Kishan Mobile apps) and field activities are continually collected so as to inform strategic direction for project implementation and disseminate evidence for influencing policy and practice;

  • Laise with province office/ Branch office in coordination with concerning departments and PMU to ensure customer (Kishan Card/ KIshan Mobile apps) acquisition and acceptance to enable the development and adaptation of digital financial products and others;

  • Provide managerial support for the identification of Field Facilitators in coordination with province directors and PMU and the optimal phasing of training and capacity building;

  • Facilitate and coach the Field Facilitators to meet the inclusive targets as per the RPSF-APIA project guidelines;

  • Plan, supervise and monitor the trainings on business and digital financial literacy trainings for effective results;

  • Coordinate all the training related to digital financial inclusion at province level and support in the delivery of those training with concerned stakeholders & staff;

  • Coordinate and support PMU to maintain project’s external relations and visibility, including coordination with like-minded organizations & projects perusing similar objectives in the target province and sharing of best practices for wider dissemination;

  • Provide support and guidance for the gathering of data and information needed to undertake an effective monitoring and evaluation of all the activities included in the sub component;

  • Facilitate and support documentation of experiences, lessons learned, good practices, and case studies as part of knowledge management and facilitate exchange of information and knowledge exchange with the support of RPSF-APIA teams;

  • Ensure timely and regular reporting to Digital Banking Department and PMU as per prescribed format, hard or electronic, or both;

  • Other activities as directed by the Digital Banking Department, IT Department and PMU

Job Specification

Academic Qualifications and Work Experience

  • Master’s degree in Computer studies,Information Management, Agricultural sciences, Business studies, Economics or equivalent with at least 2 years’ experience in the related field or Bachelor’s degree in Computer Studies,Agricultural Sciences, Business studies, Economics or equivalent with at least 5 years’ experience in digital financial services in particular and access to finance /and or Supply Chain Financing in general.

  • Proven skills in software development, enterprises promotion, supply chain & economic development and solid understanding of the theory and practice of inclusive development.

  • Excellent inter-personal skills, team-building, decision making, organizational and communication skills

  • Demonstrated knowledge and sound understanding in issues relating to gender and social inclusion including economic development.

  • Capable writer of reports with a wide range of computer skills.

  • Good written English.

Preferences will be given to:

  • Candidate with experience of agriculture related software development, Agriculture information system, Enterprises promotion, business facilitation, supply chain /Supply Chain development.

  • Women candidates & Candidates from ethnic minorities.

Supervision and Administrative Control:

  • The Digital Financial Expert will be administratively accountable to the Project Director of RPSF. S/He will be technically accountable to the Department Head, Digital Banking Department.

Performance Assessment:

  • The performance assessment of the Digital Financial Expert will be based on the quality and timely completion of the tasks assigned as per ToR. Details on the indicators for performance assessment will be negotiated and agreed upon on a later stage once s/he signs contract with the RPSF. The RPSF reserves the right to terminate the contract if the performance is assessed as unsatisfactory.

  • The Terms of Reference are subject to revision/update annually per requirement of the RPSF based on planning trajectory, modification in RPSF project design, or as recommended by Joint Reviews/Supervision Missions and lessons learned during the course of implementation.

Salary and allowances: Amount in NPR (000) 130 to 160

 

Other Benefits

 

  1. Transportation and daily subsistence allowance to the staff members listed above will be provided only for the official duty travels commensurate to the 7th class officer of the ADBL.

  2. All the contracted positions will be provided with one month additional salary on pro rata basis. This one month additional allowance will be applicable only after serving the Project at least 9 months.

  3. Leave: All contracted positions mentioned above will be provided 12 days of home leave and 6 days of casual leave.

  4. Insurance: All the contracted staff members will have to buy their own life insurance cover including accidental coverage. The project will reimburse 50 % of the monthly premium or NP Rupees 300 per month (whichever is lower) for the period the staff member will be working in the project, upon submission of copy of  insurance policy and receipts.

Age Limit:

The upper age limit for all the contracted positions at the time of contract signing will be 55 years.
