Search Nepal

Since 2006, our programs in Nepal aim to support development and long-term peace, focusing on five areas: strengthening governance and democratic participation; promoting peacebuilding and reconciliation; enhancing access to justice and security; supporting development and economic growth; and developing leadership and a culture of dialogue.

PAHUNCH at Search

PAHUNCH is an innovative 4-year DFID funded project implemented by Search for Common Ground (Search), in consortium with the Centre for Legal Research Resource Development (CeLRRd), Human Rights and Community Development Academy Nepal (HUCODAN), and Centre for Security and Justice Studies (CSJS). Understanding the gaps within the Security and Justice (S&J) systems, the project builds upon the consortium partner's expertise of working with the police and security sector actors to ensure effective service delivery to meet the demands of poor and marginalized communities, especially women. The project aims to 'strengthen rule of law in Nepal', and aspires to create an environment where the poor and marginalized communities, especially women, will have improved security and access to justice system.

The Project Manager will be responsible for the overall management and implementation of the Pahunch Project, at the central level in coordination with the Regional Managers based in Search’s regional offices. S/he will be responsible for the timely implementation of the project activities and deliverables; liaise with partners and carry out frequent field visits for both monitoring of the project as well as to identify capacity building areas; S/he will coordinate with national level actors and stakeholders; and measure, document and communicate the project results.

Your contribution

The roles and responsibilities include:

Project Management

Lead the planning of project implementation with project consortium partners, NGO partners at the regional level, district partners and regional managers;
Ensure smooth coordination and synergy between various project components;
Ensure Project start up and close out protocol implementation and compliance;
Ensure that the project meets the government and donor compliance requirements;
Maintain and strengthen donor relations for effective project implementation;
Lead in the development of donor reports in coordination with the regional managers and ensure that all such reports meet donor compliance;
Support the Media Manager in the design and implementation of radio and TV components;
Lead the project management committee at the national level;
Oversee the design and delivery of capacity building training to government officials, political party leaders, police and women’s groups;
Maintain and manage relationship and coordinate with Nepal Police HQ;
Ensure that the partners’ implementation plans are in-line with the project’s overall plan;
Facilitate training, workshop and/ or meetings among different stakeholders as part of the project;
Visit the project districts regularly to conduct the training, workshops and/ meetings, and to monitor the project activities and mentoring/coaching to staff and partners
Partnership Management

Lead in the development and overall management of the project budget including signing off of partner’s financial reports;
Lead in partnership management including identifying and assessing potential partners for the project, ensuring timely signing of partnership Memorandum of Understanding (MoUs) and ensuring effective achievement of partner’s deliverables;
Ensure smooth coordination and synergy between project partners;
Coordinate with consortium partners to convene central level policy dialogues;
Work with the finance team in ensuring accuracy of the financial reports of the partners;
In coordination with regional offices, identify capacity building areas for partner organizations and plan training/programs accordingly;
Organize coaching, mentoring and training to staff and partners for capacity building


Staff Management

Manage a number of project staff in Kathmandu and/ or regional offices to ensure effective performance to achieve project results;
Ensure that the project staff are delivering on time and of highest quality possible;
Constantly communicate with the staff to address their complaints and problems, and their capacity needs
Conduct timely evaluation processes of the project staff;
Work with the finance team in ensuring accuracy of the financial reports of the project staff
Monitoring and Evaluation

Develop M&E framework in consultation with Director of Programs (DoP), and Design, Monitoring, Evaluation and Accountability (DMEA) Manager;
Work with the DMEA team to design research and monitoring tools, and ensure that lessons learned are incorporated into project;
Support the DMEA team in effective monitoring and evaluation of the project activities
Communications, Visibility and Representation

Build and maintain network and alliances with national level stakeholders (political parties, security sector, judiciary, civil society) and like-minded organizations;
Work with the Search Nepal communications team to ensure project visibility, internal and external communications, and publicity
Organizational

Contribute to the organizational strategic plan and development processes;
Ensure synergy between different projects to achieve Search’s overall objectives;
Perform any other duties as required.
Key priorities for this position within first six months of appointment are as follows:

Update on plans, budget, expenditure, progress and future-plans of each partner/district of Pahunch Project at regional and national level
Timely submission and finalization of quarterly plan, budget, costed workplan, HQ and Donors' report and review and planning workshop report
Timely finalization and delivery of training curricula, manuals and guidelines related to Pahunch Project and its activities
Update record of donors/government/HQs' compliance, contractual obligations and its fulfillment
Proper communication, coordination and collaboration with staff, consultants and partners based on project needs and changing context, field visits and reflection meetings

Required and desired qualifications for this role:

Master's degree in conflict and peace studies, political science, international relations, law or security studies or other relevant disciplines;
5 years of progressive project and partnership management experience: including planning, budgeting, execution, monitoring and evaluation; partnership management; coordination and collaboration with multiple stakeholders; proposal and donor report writing and staff management;
Good understanding and familiarity with governance reform and decentralization,  security and justice systems and key development actors in Nepal;
Having good network and working relationship with the key actors in security and justice sector and competency to engage key actors constructively; and
Hands-on knowledge and understanding on socio-political context, conflict transformation and GESI perspectives in Nepal.
