SNV is seeking qualified Nepalese for Financial and Policy Advisor - Team Leader position to implement a project called “Austria-Nepal Renewable Energy Blended Finance Facility” (REBFF) in Sudoor Paschim Province of Nepal.

SNV Nepal with the financial support of Renewable Energy and Energy Efficiency Partnership (REEEP) will be implementing a project called “Austria-Nepal Renewable Energy Blended Finance Facility” (REBFF) in Sudoor Paschim Province of Nepal. The main objective of the project is to support development and upscaling of innovative financing by establishing a Credit Guarantee Fund (CGF) to finance renewable energy projects and strengthening capacity of stakeholders involved. However, access to energy to the rural households through financing will be the main outcome of the project.

Job Description

The key person who assumed the whole responsibility on coordination and implementation of the project is the Financial and Policy Advisor (FPA) who assume the responsibility of project Team Leader. The FPA works under the close guidance and supervision of SNV Nepal Country Director or his/her designate. FPA works closely with main partner bank, local financial institutions, federal, provincial and local government, and private companies. The scope of the activities and responsibilities of FPA can be detailed as follows:

  • Develop operational manual for mainstreaming commercial lending (credits/equity/impact investment etc.) to renewable energy projects.
  • Coordinate among different stakeholders (REEEP, NMB Bank, Alternative Energy Promotion Centre (AEPC), Local Government, private sector) for effective project implementation
  • Identify local financial institutions and develop their capacity on project identification, feasibility, lending, etc
  • Provide inputs on credit policy and procedures
  • Prepare report and submit to SNV, donor and government
  • Support on establishment of Credit Guarantee Fund (CGF) together with REEEP and partner bank
  • Develop AEPC operational guideline on CGF
  • Work together with local financial institutions and priorities bankable investments
  • Work as a Team Leader and manage day to day office administration and finance according to SNV rules and regulations.
  • Recruit any short term personnel according to the project document.
  • Supervise and provide guidance to the staff assigned for the project
  • Carry any other assignment as and when required.

Qualifications

  • Master’s Degree in Finance, Public Administration or Management with banking sector background
  • At least five years of experience working in financing sector particularly in banking business;
  • Able to frequently field visit;
  • At least two years of project management experience
  • Good writing and verbal skills in English and Nepali
  • Good training on policy development and communication / human relation skills
  • Renewable Energy experience (desired)
