Project: Swachchhata (Health and Hygiene Activity)

Project Summary:
The USAID- funded five-year (2016-2021) Health and Hygiene Activity, named henceforth as Swachchhata, aims to contribute to Nepal’s 2014-2018 Country Development Cooperation Strategy goal of a healthier and well-nourished population. With the overall purpose of improving community health status by improved integration of hygiene in health service, the project will utilize an integrated approach with a dual focus on improving quality of health service delivery and hygiene, and is implemented jointly by SNV and its partner PSI in the Mid-Western Development Region (MWDR), in two mountain districts, Kalikot and Dolpa, and three hill districts, Jajarkot, Rukum, and Salyan.  The project office is based in Nepalgunj and district units will be operational in each project district.

The project supports target health facilities in the five project districts in the implementation and sustained operation of improved small-scale safe water and maintenance system, functional sanitation systems, and new or renovated solar power supplies with affordable maintenance systems in place.   Furthermore, the project will provide capacity building for health facility staff on establishment of infection prevention procedures and development of best practices for effective and consistent engagement in Behavior Change Communication on key WASH behaviours at the health facility level and via outreach mechanisms to communities.

The project will work extensively with all the stakeholders at the village, district and national level to strengthen stakeholder ownership, activate stronger governance structures and establish a solid base for the project sustainability.

Overview of the Position:
The District Officer is responsible for the coordination and implementation of all project activities in the district. H/she will coordinate and oversee the work of the sub-district health and infrastructure staff under the guidance of the technical team based in Nepalgunj. H/she will lead project introduction and dialogues with health facility teams, committees, and relevant stakeholders in the VDCs, and support the sub-district staff in smooth stakeholder engagement and activity implementation at the VDC level.  Furthermore, the District Officer will be responsible for implementing all district level activities including close coordination with, capacity enhancement of, and support to the District Health Office and other stakeholders (WSSDO, WCO, etc).  H/she will participate in all relevant district meetings, forums, and events.

The position will report directly to the Construction Quality Manager and work in close coordination with all other team members.  The position will be based in the district headquarter and require extensive travel to the target Health facilities and VDCs.

Key Responsibilities:

  • Timely and quality implementation of all district activities
  • Planning, budgeting, monitoring and reporting of all district activities
  • Supporting assessments as per project needs
  • Paying special attention to integration of GESI, needs of vulnerable groups (e.g. disabilities), and environment protection in project cycle
  • Communicating with and reporting to district stakeholders as per government procedures
  • Close coordination with, capacity enhancement of, and support to implementing partners in the VDCs (health facilities, HFOMC, WUSC, etc.) and the district (DPHO, WSSSO, WCO, etc.) for effective project implementation
  • Coordinating and collaborating with USAID funded projects (H4L, Pani, Suahaara, Pahal, etc.), SNV projects, and any other projects in Health and WASH sectors in the district for synergies and avoiding duplications
  • Actively engaging in and supporting strengthening of district forums (health quality improvement group, DWASHCC, etc.)
  • Following all donor requirements of branding, marking, and communication in project implementation
  • Perform other duties as needed

Requirements:

  • Bachelor’s degree in public health, WASH or related field
  • Minimum of five years’ experience working in a development organization in public health and/or WASH sector (experience in public health and with international organization is desirable)
  • Demonstrated knowledge of GESI and environmental issues
  • Knowledge and skills in project planning, budgeting, monitoring, and reporting
  • Adequate IT skills and proficiency in Excel, Word, Outlook, and PowerPoint to be able to complete project monitoring and reporting requirements
  • Ability to lead and synergize the efforts of a multi-disciplinary district team
  • Excellent facilitation and communication skills in multi-stakeholder environments
  • Experience working with local partners, including governmental agencies, development partners, and civil society organizations
  • Aspiring for good service delivery with strong people centred skills, and interpersonal skills, committed, pro-active and dynamic
