Job Description for the post of Finance Officer

Summary of the Position

Responsible for Financial Management of Province Office, releasing funds to Water and Sanitation Users Committees, consolidating and preparation of financial statements, monthly, quarterly reconciliation, and report to HQ.

Line Manager: Province Head

Job Responsibilities:

  • Lead Finance Section of Province Office.
  • Prepare overall Province Office budget plan and compile.
  • Ensure the proper implementation of Financial Rules and Regulations of NEWAH.
  • Responsible for different types of vouchers according to the accounting software (FAMAS) with adequate supporting documents.
  • Manage monthly transfer of funds to Water and Sanitation Users Committee (WSUC)

and instruct as and when required.

  • Establish proper coordination between NEWAH HQ and Province Office Finance Section.
  • Responsible for accounts and financial report submitted to HQ.
  • To prepare final accounts of the fiscal year – end and project closing.
  • Perform as a member of Province Management Team (PMT) of Province Office.
  • Responsible for audit functions at province level by funding partners and NEWAH HQ.
  • Ensure proper implementation of the recommendations of Internal, External and Donor audits.
  • Prepare Monthly, Quarterly Financial Report and submit accordingly.
  • Ensure proper financial system maintained in Province Office and field.
  • Ensure financial updates are made to program staff at least quarterly.
  • Ensure financial updates are made to HQ on a monthly and quarterly basis.
  • Conduct Annual Performance Review of the section staff.
  • Prepare Annual Sectional Plan.
  • To accomplish any other responsibilities outlined by the Line Manager.

Person Specification:

Academic Qualification and Experience:

  • Minimum Bachelor’s Degree in Management with at least two years of work experience in accounting and finance sector. Preference to experience in development projects.

Others:

  • Good communication skills in both English and Nepali (both written and verbal)
  • Good management, negotiation Skill
  • Proficient in Microsoft office package, Knowledge of handling FAMAS Accounting Applications
  • Very good time management skill
  • Ability to work under pressure

Duty Station and Working Condition:

Baglung Province Office based with regular visits to project sites.

Probation Period: Six Months
