Responsibility / Scope of work
The District Focal Point (DFP) is accountable for the overall Coordination in Rasuwa and Ramechhap on behalf of GOAL Nepal. The main areas of responsibility includes:

  • Coordination of the Housing Recovery and Reconstruction Platform (HRRP) in the District.
  • Collect information and data regarding housing recovery and reconstruction situation in the district and provide detailed reporting to partners on the ground,
  • Share updated reports, 4W matrixes and contact lists on a bi-weekly basis in order to track service delivery, avoid overlapping and needs and gaps at the same time, and facilitating coordination between actors involved in housing sector.
  • Organize coordination meetings to improve coordination amongst agencies working in the district and provide detailed reporting to the HRRP coordination team at the national level,
  • Provide leadership and accountability by following-up on the action points stemming from those meetings.
  • Convene and coordinate Partner Organisations (POs) and Community Based Organisations (CBOs) supporting housing rehabilitation and reconstruction,
  • Liaise with POs / CBOs supporting associated activities, community infrastructure, livelihoods, rural development, and risk management.
  • Report PO and CBO technical assistance activities, including trainings, site visits, participation in awareness activities.
  • Monitor and report the rate and quality of reconstruction progress. Communicate questions, challenges and opportunities to be addressed by policies or programmes at district or national level. 

Liaise with local government authorities.

  • Support dissemination of information on government policies, available assistance, eligibility criteria referral, grievance and other services.
  • Support development of local partnerships, and capacity building of local organisations where applicable
  • Provide information on PO technical assistance activities, contact details
  • Provide information on upcoming events, training schedules, meetings, public awareness activities.
  • Provide lists and contact details for certified construction workers, contractors, material providers.
  • Collect and process frequently asked questions for referral to technical agency or to district and national authorities.
  • Establish district level coordination, information management and reporting protocols, mechanisms and capacities.
  • Support communication between Government and housing sector partner organisation on policies, programmes, procedures and field operations.
  • Support District authorities to plan and coordinate housing recovery support activities, including coverage of assistance agencies and activities, sub district centres, and the entire enrolment phase which is headed by the National recovery Authority (NRA).
  • Support District authorities in information management and reporting, collection and processing of data, mapping, analysis, agency reporting, communication with national coordination.
  • Support coordination with other development sectors, with civil society and with private sector actors.

Report Writing
Prepare donor report as per the reporting requirements of the respective donor meeting deadline.
DFP will support district authorities and ensure following activities:

  • Closely liaise with district authorities to discuss priority issues, needs, and gaps at district level;
  • Hold district coordination meeting bi-weekly or monthly to provide venue for discussion and facilitate cooperation between partner organisations. Timely share necessary information from the meeting including meeting minutes, update, gap and needs information by uploading to the website and/or sending through mailing the list;
  • Collect 4W information from partner organizations at district/VDC level, and share with broader partners at district and national level;
  • Disseminate consistent technical/non-technical information provided by national coordinator with partner organizations at district/VDC level;
  • Ensure beneficiary communication channels and feedback mechanisms are established throughout all stage of recovery coordination.

Essential Skills and Qualifications:

  • At least Bachelor Degree in social science, governance and development or in relevant field
  • Minimum of 5 years of experience in the community mobilization for the NGOs or development sector at local level.
  • Experience in managing teams and coordination
  • Hands on experience in strengthening and capacity building activities in the above specified areas.
  • Knowledge and experience of carrying out advocacy work, interaction sessions and workshops.
  • Good communication and negotiation skills, with an aptitude for external representation and networking.
  • Good computer skills including Word, Excel and PowerPoint.
  • Experience in Cluster coordination and the management and facilitation of coordination meeting
  • Good knowledge of inter-agency and cluster process.
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions
  • Both written and spoken English must be very strong
  • Effective team player
  • Resident in or experience of working in one of the areas of responsibility a distinct advantage (Ramechhap or Rasuwa) and willingness to travel frequently to remote areas.
  • Ability to work under pressure, in at times a difficult environment.
