Job Description

1. INTRODUCTION

Established in 1981, WaterAid is an international non-governmental organization focused on improving people’s access to safe water, improved hygiene and sanitation in developing countries. It works on the basis that water and sanitation are human rights, and are essential services vital for health, education and livelihoods. WaterAid has been working in Nepal since 1987. Our work in Nepal spans across 22 districts and 153 VDC, and is based on a programmatic approach to ensure service delivery and promote advocacy in the WASH sector. By 2014/15, WaterAid Nepal has reached 272,441 people with safe water and 372,924 people with sanitation in Nepal.

 

2. BACKGROUND

 

WAN is seeking to acquire services from a competent Nepalese software company for the purpose of developing/customizing Human Resource Information System (HRIS). The company shall provide a readymade HRIS to WAN and provide substantial support in customizing the software to meet the requirements of WAN HR policies, systems and processes.

 

3. OBJECTIVE OF ASSIGNMENT                                                         

 

The objective of this assignment is to procure, customize and implement a new HRIS in WAN to enhance and streamline its HR processes and records. Preferably, the HRIS will also include a General Office Administration module to facilitate automation and efficiency of WAN Admin unit, mainly in procurements and logistics management.

 

4. SCOPE OF ASSIGNMENT

·         Provide a readymade up-to-date HRIS software for WAN that includes all relevant modules as mentioned in Point 7 (third bullet).Before selection of the software, the company will be required to give live demo of the software to WAN to assess the suitability and applicability.

·         Deploy a team of expert software developers/designers for detailed customization of the HRIS for WAN

·         Oversee the full implementation of the HRIS in WAN

·         Provide necessary trainings to WAN IT, HR as well as general users for operating the software

·         Provide regular maintenance service as and when required, as well as annual preventive update and maintenance services.

 

5. REPORTING LINE

 

The company and its concerned personnel will report to WaterAid Nepal’s People OD and Admin Manager and will work in close coordination with the IT Focal Person, IT Consultant and HR Associate of WaterAid Nepal.

Development/ Customization of HRIM software is to be completed before the early April 2016.

 

7. SELECTION CRITERIA

 

  • The company should have at least 5 years of working experience in software development in Nepal with implementation of HRIS software in at least three organizations (preferably INGOs)
  • Company should submit a clear team profile where, CVs of developers is essential.
  • Company should provide the quotation highlighting:-

Ø        Available module (readymade software) it must have

o   HR database- Personal information

o   Leave & Attendance

o   Payroll

Ø        Any other modules like

o   Training & development

o   Performance management

o   Recruitment & Selection

Ø  Also preferred (General office administration module)

ü  Procurement

ü  Logistics

ü  Assets Management.

 

8. GENERAL TERMS AND CONDITIONS

 

·         All reports and documents prepared during the assignment will be treated as WAN property

·         The reports / documents or any part, therefore, cannot be sold, used and reproduced in any manner without prior written approval of WAN.

                                           

Detailed terms and conditions shall be mentioned in the consultancy agreement.

 

9. Quotation/PROPOSAL SUBMISSION GUIDELINE

 

The Quotation/proposal should demonstrate sound knowledge, technical skills and capability as required by the nature of the work of the assignment and understanding of the requisite tasks set forth in the scope of work.

 

Eligible Consultants should submit technical and financial proposals. The financial proposal should quote consultancy fee and administration costs. Proposals should also include inter alia:

 

·         Statement of relevant experience i.e. similar assignments executed in/under execution in the last five years;

·         Measurable goals, objectives and methodology;

·         Indication of availability to carry out the Consultancy during the period …………………… to ………………………..

·         Supporting documents such as-

 

- Copy of company registration certificate (not required for independent persons/freelancers)

- CV and proof of eligibility to work in Nepal (copy of citizenship/passport for Nepali nationals and legal permit to work in Nepal for foreign nationals)

- Copy of PAN/VAT registration certificate

- At least two positive references from previous clients/employers

- TAX/VAT clearance certificate.

- Other supporting documents will be required upon selection of the Consultant.

 

The deadline for submission of proposal is 22 January 2016.

  • During the entire period of the assignment, the Consultant and its Personnel shall make themselves available for providing the Service to WAN. 
  • In providing the Services to WAN, the Consultant and its Personnel shall ensure to the best of its/their reasonable endeavors the highest professional standards and exercise all due care, skill, and competence so as to ensure that the Services provided shall be to the full satisfaction of WAN and requirement of the Project. The Consultant shall render the Services in a proper and timely manner.
  • The Consultant shall always comply with the relevant internal laws and policies of WaterAid in providing the Service to the WAN.
