Internet service provider (ISP) TOR

 

1. introduction

WaterAid Nepal (WAN) was established in 1987 during UN Water and Sanitation Decade, 1981-1990. WAaN has particularly a strong track record in supporting local partners for service delivery; water, sanitation and hygiene. It pioneered the service delivery role of NGOs in the sector and lately has placed an increased emphasis on learning, advocacy and influencing the sector. WAN is continuously working on water, sanitation and hygiene which are basic building blocks of public health.

2. Background

 

As part of WANs IT infrastructure improvement plan, WAN is looking to enhance its internet capacity in terms of speed and effectiveness. This Terms of Reference (ToR) is developed seeking to procure internet services from a genuine internet service provider (ISP). The ISP shall provide 24 X 7 uninterrupted internet services of optical fiber connection and wireless radio link as a backup with dedicated bandwidth throughout the year to WAN office.

 

3. Objective of the Assignment

The objective of the assignment is to install a new internet facility in the new WAN office, where the ISP must provide 24 X 7 uninterrupted internet services with dedicated bandwidth with backup options.

4. Scope of task

·         Plan and develop necessary tools and techniques for installation of new internet facility

·         Ensure complete installation of the internet facility to the main server as well as on user computers

·         Provide dedicated and uninterrupted internet bandwidth

·         Conduct testing the internet connections after installation, and make necessary changes if needed

·         Ensure quality assurance of the service provided

 

5. Responsibilities of Consultant

(i) Propose an appropriate internet connection facility/system based on the requirement of WAN

(ii) Plan and develop internet facility in consultation with IT FOCAL person.

(iii) Post- installation, during the service period, provide continuous support to WAN to ensure uninterrupted effective internet connection.

 

6. Responsibilities of WaterAid Nepal

·         Provide full support to the ISP during planning and design phase of the internet facility. This includes support from the IT Focal Person and IT Consultant.

·         Furnish relevant information about WAN IT Policy, practices and systems so that the installation of the internet complies with our standards.

 

7. Key Deliverables

· Prepare a work plan in consultation with IT focal person for connecting optical fiber link and radio link.

· Installation of the optical fiber link and radio link. The persons deployed for installation must be experienced and expert technicians.

· All the basic necessary tools and equipments should be provided by the ISP. Any procurement required in the process of internet installation shall be discussed with WAN and taken necessary steps.

· Throughout the service period, the ISP and its staff shall protect the secrecy of WaterAid server identification and/or password assigned to it at all times, and shall ensure that it is not revealed or disclosed in any manner to any person.

· Should there be any disruption in the internet services (which is not desired at all), the ISP must forewarn WaterAid IT focal person immediately and suggest an alternative solution/backup for uninterrupted internet connection.

 

 8. General technical information about WAN:

Data ups and down: 4/4 Mbps and 2/2 Mbps (send separate rates for both)

Location of new office: Khumaltar nearby Ullens school, Lalitpur

 

9. Reporting Line

The ISP and its concerned personnel will report to WaterAid Nepal’s IT Focal Person.

 

10. Time Frame

The internet connection must be fully installed and operational before the end of August 2015. The agreement with the ISP shall be initially for one year which can be renewed subject to satisfactory performance by the ISP and mutual agreement.

 

10. Required Qualification

· ISP should be working in Nepal for at least 5 years providing internet services to large organizations, preferably INGOs.

· The technicians/IT persons representing the ISP must demonstrate their expertise and qualification required to plan, develop and maintain sound internet facility in the office.

 

11. Terms and Conditions

· WaterAid reserves the right to accept & reject any quotation without giving any verbal and /or written rationale

· WaterAid will deduct appropriate taxes at source according to the government policy

Other terms and conditions shall be discussed after selection of the ISP.

 

12. Selection Criteria

Along with the quotation/proposal, the Internet Service Provider should submit certificate of company registration along with VAT/PAN registration certificate, Tax clearance certificate. The Team Leader (focal person who deals with WAN) to be deployed at WAN should have at least relevant Bachelor Degree with extensive experience in undertaking similar assignments.

 

The proposal shall be submitted in a sealed envelope with the subject line mentioning “Quotation of rate for providing Internet Service” to the following address no later than Friday, 14th August 2015.
