Project Overview and Role
The Government of Nepal (GoN) and its technical partners are working together to implement a long-term vision for the sustainability of the country’s HIV program. On the element of financing for this program, sustainability would include:
 
  1. increased resources for commodity procurement at the national level based on the agreed targets for antiretroviral therapy and other interventions are secured, with a plan for further increase and continuation;
 
  1. a long-term plan for including provincial and local governments in Nepal in the HIV response as significant funders, with resources allocated in their budgets towards new, more effective interventions, potentially as a package; and
 
  1. improved use of cost and expenditure data at all levels of GoN to increase evidence-based decision-making, especially as the country attempts to achieve the global 90-90-90 targets in the country.
 
USAID Nepal has requested that the Health Policy Plus (HP+) project provide support to the GoN institutions involved in the HIV response in fostering this vision of sustainability. USAID has identified the need for updated cost-related information usable by Nepali policymakers, linked to new information on appropriate HIV interventions for case identification, linkage, and for improving ART outcomes, as well as a need for support to the national, provincial and local governments to increase and sustain budgetary allocations to HIV.
HP+ would like to engage a qualified local consultant who is an expert on Nepal government budgets (including national-, provincial-, and local-level government budgets) and public financial management systems post decentralization. This local consultant will support two senior consultants already hired by HP+ to complete the following tasks:
  1. Support the GoN in identifying the financing gap for the next National HIV Strategic Plan 2022-2027, using cost estimates for calculated by a separate consultant.
 
  1. Support sub-national governments in developing appropriate planning and budgeting tools to allocate funds to HIV and improve efficiencies of allocated funds.
The consultant will also work closely with HP+ staff remotely as well as GoN stakeholders. Only Nepali nationals or those authorized to work in Nepal will be considered. S/he must be based in Kathmandu.
The consultant will be expected to work on an as-needed basis over a period of performance from June 25, 2019 through November 30, 2019:
 
Responsibilities
Consultant’s Responsibilities:
  • Review the work of other development partners to explore if any planning and budgeting tool is being developed for health or any other social sector in the transition to federalism
  • Review the work of other development partners with the view to explore if similar tool is being developed for health or any other social sector and learn from it
  • Develop, test, and disseminate appropriate locally-tailored HIV planning and budgeting tools for use by local governments at provincial or district/municipal levels.
  • Train local government stakeholders in select high-HIV burden areas with these tools
  • Represent HP+ and participate in stakeholder meetings and report back
Expected Deliverables [to be completed in collaboration with the two senior consultants]
  • A planning and budgeting tool in Excel (English), with Nepali and English instructions, for use by local government. Training materials in Nepali for the planning and budgeting tool. A draft tool presented to local stakeholders is due before August 30, 2019.
  • Based on the feedback received by local stakeholders, finalize the tool along with training and engagement material due by September 15, 2019.
  • Conduct 2 sessions in trainings and engagement with the tool in the budget process at sub-national level by October 15, 2019. If more training sessions are needed, the contracting period will be increased.  
Requirements
Required Qualifications:
  • A Master’s degree in Economics, Statistics, Mathematics or other related discipline is preferred; Bachelor’s degree with significant work experience acceptable.
  • At least 7 years’ experience (3-4 years if candidate holds a Master’s degree) with demonstrated expertise building government planning and budgeting tools
  • Expertise in Nepal budget and public financial management systems post decentralization
  • Significant experience collecting, managing, and analysing health sector-related financial data
  • High degree of proficiency with Microsoft Office Suite (Excel, Word, Powerpoint, etc).
  • Ability to meet tight deadlines and attention to detail.
  • Excellent interpersonal skills.
  • Fluency in Nepali and excellent English writing, communication and reporting skills.
  • Flexibility, adaptability, and resourcefulness.
