Position: Knowledge Management & Dissemination Advisor - Monitoring, Evaluation and Operational Research (MEOR)
Location: Kathmandu, Nepal

Term : Full time till December 2020

Abt Associates is currently seeking a qualified professional for the DFID-funded Monitoring, Evaluation and Operational Research (MEOR) project of DFID’s Nepal Health Sector Programme 3 (NHSP3). The MEOR project will enable DFID Nepal to continuously improve and adapt its programme to ensure that the NHSP3 and NFPP (Nepal Family Planning Project) intended outcomes and impact are achieved by:

  • Contributing to strengthening results and progress monitoring of DFID Nepal’s health sector programmes, including validating methodologies and tracking progress against the NHSP3 and NFPP Theory of Change and Logframe and assessing VfM; and
  • Helping to build and share evidence derived from DFID’s NHSP3 and NFPP, and health sector reform and equitable service delivery more generally in Nepal. It will generate evidence on Nepal context and on what is working (and not working) and why.

The overarching objective of DFID’s NHSP3 programme is to improve the health of all people with special focus on women, children, the poor and socially excluded in Nepal, including by restoring health services in areas affected by the 2015 earthquake, and improving the quality and governance of health services nationwide.

Knowledge Management and Dissemination Advisor, MEOR:
The Knowledge Management and Dissemination Advisor reports to the Team Leader and is responsible for project knowledge management, documentation of learning from programme monitoring, evaluation, and research results, and designing and implementing appropriate strategies to communicate them to identified audiences.

Responsibilities:

  • Update the Knowledge Management and Communications and Outreach Strategy that has been developed, according to changing contexts, as a mechanism and tools for learning across NHSP3, including across all implementing partners, DFID, the Government of Nepal, and other key stakeholders.
  • Working closely with Nepal Health Research Council (NHRC) generate and disseminate quality knowledge products resulting from monitoring, evaluation, and research activities under NHSP3. This will include packaging evidence generated into formats identified in the communications and outreach strategy. For example, this may include policy briefs, infographics, scientific articles, technical reports, etc.
  • Work with other stakeholders, as appropriate, to strengthen knowledge management and research findings’ uptake across the health sector.
  • Contribute to and participate in health sector reviews including health sector/Ministry of Health and Population (MoHP) mid‐term and annual progress reviews.
  • Coordinate closely with the DFID’s other NHSP3 and NFPP suppliers to ensure effective knowledge management strategies across the whole programme.
  • Administer the MEOR project’s social media page.
  • Update DHIS 2 dashboard with targets and achievements for the master dashboard and supplier dashboards
  • Maintain MEOR’s internal document management system on Abt’s share point
  • Maintain the life-of-project inventory of all technical reports and products, including electronic and hard copies, and a distribution list.
  • Manage and track routine reporting processes for the project, including working with teams to collect required data, compile, finalise, and ensure the quality of reports.
  • Assure timeliness and high quality of all project products, deliverables and achievements. This will include analysis of the priority audiences, including how they consume information, key learning objectives for each audience and priority actions.

Qualification requirements include the following:

  • Master’s degree or higher in relevant field or equivalent work experience;
  • Minimum of 6 years of work experience (at least 2 years of experience in international development projects preferably in the health sector);
  • Demonstrated ability to work with teams to produce written products and media, adhering to deadlines, and short turn-around times;
  • Experience in M&E is highly preferred;
  • Excellent IT proficiency, including data visualization and communication tools;
  • Excellent ability to work in teams is required;
  • Capability to get engaged in more than one activities is desirable;
  • Excellent writing and editing skills (both in English and Nepali) required;
  • Excellent skill in verbal presentation in required;
  • Nepalese national.
