Job Description

The Office of the Millennium Challenge Nepal (OMCN) is an entity created through a joint initiative between the Government of Nepal and Millennium Challenge Corporation (MCC), a U.S. Government agency. MCC's mission is to reduce poverty through economic growth. OMCN is currently working on projects to address the main constraints to Nepal's economic growth:- the high cost of transport and inadequate supply of electricity. Millennium Challenge Account-Nepal (MCA-N) is the accountable entity. that will be formed for the compact implementation.

Position : Gender and Social Inclusion Specialist (GSI Specialist)

Duration : From time of hire until 30-September-2018.

RESPONSIBILTIES :

The Specialist, Gender and Social Inclusion, under the coordination and supervision of the National Coordinator/ Project Manager of the Transmission Activity at OMCN/MCA, is responsible to identify and communicate risk and opportunities for the implementation of the gender and social inclusion interventions of the mentioned activities as described below.

  1. Support gender and social inclusion into the socio-economic data collection and analysis of the ESIA to determine the needs of project affected communities along the transmission lines and develop interventions. Support gender responsive and socially inclusive community consultations and engagement to gain better understanding of concerns of different groups in the communities.
  2. In coordination with the ESP and Resettlement Specialists, integrate gender and social inclusion into the resettlement plan and implementation. Support gender and social (caste based) assessment of property ownership, rights, discriminations, policy and legal frameworks to inform resettlement plan, Support socially inclusive and gender responsive consultations and engagement with individuals, households and communities in developing and implementing RAP. Carry out field visits and engage first-hand information collection through consultations,

Coordinate consultations with key government institutions including the local government entities and civil society organizations including women's groups to raise awareness and gain support for the project. Oversee and regularly monitor progress on the performance of consultants and provide feed-back to accelerate and improve performance.
  4. Support compliance with MCC Counter-Trafficking Policy requirements in compact project implementation. Coordinate with M & E staff in supporting gender and social inclusion data collection and M&E. Support and implement other GSI responsibilities.
  5. Review of literature, meetings facilitation, workshops organization, conduct of interviews, etc. as needed to support development of project activities, and develop budgets and work plans for these activities.
  6. In coordination with MCC and OMCN/MCA-Nproject/activity leads, -Support gender and social inclusion activities as needed.
  7. In consultation with MCC and OMCN/MCA-N, Initiate engagement with key government institutions and donors to collect more information on existing GSI-related programs and projects and collect information as needed relevant for establishing future coordination and collaboration.
  8. Conduct other related assignments as needed.

QUALIFICATION REQUIRED

  1. Master's Degree in social science such as sociology, anthropology or related field.
  2. At least five (5) years of experience in'program development and implementation to improve socio-economic status of rural and urban communities with gender and social inclusion consideration. Experience working in the energy sector preferred.
  3. Knowledge in gender and social analysis, socio-economic studies and data analysis to inform program development and implementation. Experience in conducting gender and social inclusive Consultations and community engagement.
  4. Fluency in spoken and written Nepali; Fluent Speaking/Reading/Writing English is required, ability to work with wide range of stakeholders.
  5. Demonstrate experience in integrating social inclusiveness in project implementation.

Organization Summary

This entity assumes the responsibility to develop a Compact for Nepal tentatively in the next two years, and hand over the task of project implementation to the succeeding MCC entity Millennium Challenge Account.
