Job Description

Purpose:

And conduct This is in line with UNGEI's initiative on 'Safe to Learn', and its new Call to Action to all duty bearers - teachers, communities, governments and leaders to be accountable for prevention of and response to violence and prioritize the individual needs and wellbeing of the child and everyone in the school community. The recommendations that emerge from this study will inform this process both at the regional and country level.The objectives of the research are: 

  • To strengthen the evidence base on SRGBV across the eight countries in the region
  • To develop a set of recommendations for UNICEF to address SRGBV in a holistic manner

Key Assignments and Tasks:

  1. Prepare and submit an Inception Report with a detailed work plan, methodology for collecting, consolidating and analyzing data/information
  2. Conduct a comprehensive review of existing literature on SRGBV including county-specific research
  3. Collate and analyze statistical data on VAC/SRGBV, to identify regional and country specific trends
  4. Undertake field missions to select countries (maximum 3) for discussions with UNICEF staff and key partners
  5. Analyze data, synthesize and interpret findings on SRGBV in South Asia
  6. Prepare and submit Regional Report, Country Case Studies and Advocacy Briefs on SRGBV in South Asia
  7. Prepare and deliver a webinar session on key findings and recommendations for UNICEF staff in the region

Research questions:

  1. Assess the magnitude, nature, response and reporting of different forms of SRGBV
  2. Assess the consequences and impact (short and long term) of SRGBV on children
  3. Assess the school, community and policy related factors that prevent and/or respond to SRGBV
  1. Key Deliverables:
  • Inception Report
  • One Regional Report capturing broad regional trends
  • Eight Country case studies with country specific findings and recommendations
  • One Regional Advocacy brief presenting key messages for dissemination at the regional level
  • Select (max. 4) country specific policy briefs presenting key messages for dissemination at the country level (the final number of case studies will be decided in consultation with UNICEF Regional and Country Offices, based on the research findings)
  • Dissemination Plan
  • Powerpoint presentations for Webinars/Learning Session

The consultancy will be mainly supervised by Gender section with technical consultation with Education section on a regular basis during the assignment.

Working Conditions:

This consultancy will be home based with limited travel. The consultant will provide his/her own work space, computers, software, office equipment and internet connection. Contact with the UNICEF supervisor and UNICEF Country Offices informants will primarily be through phone calls / skype and email. 

Academic Qualification and work experience:

  • An advanced university degree (Master’s) in in Education, Social Science, Sociology, Gender Studies, Child Protection and other related fields 
  • A minimum of 8-10 years of relevant professional experience relevant to the assignment
  • Skills and expertise in qualitative and quantitative research, particularly focusing on education, girls’ education, teachers, gender issues and violence /SRGBV.
  • Familiarity with research focusing on Violence against children and or SRGBV.
  • Experience of working with UNICEF, sister UN agencies and other partners; prior working experience with UNICEF is an asset;
  • Good knowledge of the Education, Gender based protection and school related contexts in south Asia would be an asset;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Duration: 15 June to 13 November 2019 (60 working days)
