Job Description

POST:  Chief of  Project Monitoring and Evaluation Division (CPMED)-11

Duties and Responsibilities:

  The incumbent is primarily responsible to ensure the 'Knowledge Management' function of the Fund Board which include Result Based Monitoring and Evaluation of the achievements of the Fund Board, Managing Research and Studies in collaboration with other divisions, manage the publications of the Fund Board, taking lead in the preparation of periodic reports and dissemination of related activities. Monitors the appropriateness of the indicators used and suggests changes if necessary. Analyze and document the results, especially in the changes and development of the SOs and SAs performance and manpower quality. Feed the results back into the SO/SA selection and development of the overall project procedures. H/She will be responsible for reporting to ED and will be liable to him.

Academic Qualification

Masters degree in Social Science or Commerce or Management or Civil Engineering from a recognized University.

Work Experience: 

H/She must have at least 5 (five) years work experience relevant to the assignment of Rural Water Supply and Sanitation Programs or rural development including at least 2 (two) years work experience in projects with demand led participatory approaches.

Terms of Employment: The initial terms of employment will be 3 (three) years on contract basis (including probation period of first six months) with possibility of extension subject to satisfactory performance.  Other Terms and Conditions of employment will be as per the Board Rules.  The candidate selected for appointment must submit a letter of approved resignation from the previous employer if H/She is employed at another organization.

Applicants must not be convicted of any criminal case of moral turpitude and must not be affiliated with any political party.  They must not be a relative of any of the Board Members and the Board employees.  They must include a statement to these effects in their applications.  Those who are Government employees and civil servants of government-owned universities, academic and research institutes and any other government organizations will not be eligible to apply. The applicant should not be above 50 years of age till the application submission deadline.

Duty Station:  These are Kathmandu Valley based positions.  All position holders will be required to undertake extensive traveling to districts outside Kathmandu Valley.

Organization Summary

Government of Nepal created the Rural Water Supply and Sanitation Fund Development Board, on 14th March 1996 to promote sustainable and cost effective demand-led rural water supply and sanitation services in facilitation of Non-governmental and Private Organizations with full emphasis on community ownership in conformity with the Government's Eighth Plan (1992-97), Ninth Plan (1997-2002) and Tenth Plan (2002-2007) sector policies, which aimed at fundamental changes in rural water supply and sanitation service delivery mechanism in the country. The Ministry of Urban Development is the line ministry for the Board.

 

The Board is designed based on the experience of a field tested pilot project, acronymed 'JAKPAS' (the Nepali acronym of Janata Ko Khanepani Ra Sarsafai Karyakram - meaning People's Water Supply and Sanitation Program). Preparation studies for the pilot were carried out with funding by the United Nations Development Program (UNDP) and a grant from Japanese Grant Facility (JGF). The World Bank executed the pilot for a period of three years, during 1993-96, financed by two additional JGF grants.
