Job Description


The Rural Water Supply and Sanitation Fund Development Board (Fund Board) is facilitating a community-based Rural Water Supply and Sanitation Program funded by Government of Nepal and the World Bank. The focus of the Program is to facilitate rural communities for sustainable Water Supply Sanitation and Hygiene (WASH) services delivery through demand-driven approach and participatory decision making process by empowering communities to implement their water supply and sanitation schemes with the assistance of the Board.

Nepal is suffering from the devastating earthquake of April 25. 2015 and subsequent aftershocks. The Fund Board has constructed 921 water supply and sanitation schemes in 14 Earthquake Affected Districts, out of which earthquake has partially or fully damaged more than 830 schemes. In this context, the Fund Board has planned to carry out rehabilitation and reconstruction (R & R) work of damaged schemes so as to make them functional again and better hygiene and sanitation behavior, and to revive ODF status by restoring sanitation facilities in 14 Earthquake Affected Districts (EAD). In order to implement rehabilitation and reconstruction works, an unit equipped with professionally qualified external individual consultants will urgently be established.

Duties and Responsibilities:

The Senior Water Supply and Sanitation Engineer is primarily responsible

for day-to-day operations of the rehabilitation and reconstruction (R & R) works. H/She will be responsible for preparation of policy consistent with the guideline of Government of Nepal, NRA guideline, FB guideline, coordinate for finalization of design and cost estimate, develop design criteria, design software, computer software for data storage along with the overall co-ordination and linkage with WASH Cluster. D-WASH-CC, DDC, DWSSDO. V-WASH-CC, SO, SA and other stakeholders.

Terms of Employment: The consultant's term of employment will be for 1 (one) year with possibility of extension. Provided the candidates selected for the appointment, they are required to submit a letter of approved resignation from the current employer if H/She is employed at another organization.

Duty Station: These are Kathmandu based positions. All position holders will be required to undertake extensive traveling to districts outside Kathmandu.

Organization Summary

Government of Nepal created the Rural Water Supply and Sanitation Fund Development Board, on 14th March 1996 to promote sustainable and cost effective demand-led rural water supply and sanitation services in facilitation of Non-governmental and Private Organizations with full emphasis on community ownership in conformity with the Government's Eighth Plan (1992-97), Ninth Plan (1997-2002) and Tenth Plan (2002-2007) sector policies, which aimed at fundamental changes in rural water supply and sanitation service delivery mechanism in the country. The Ministry of Urban Development is the line ministry for the Board.

 

The Board is designed based on the experience of a field tested pilot project, acronymed 'JAKPAS' (the Nepali acronym of Janata Ko Khanepani Ra Sarsafai Karyakram - meaning People's Water Supply and Sanitation Program). Preparation studies for the pilot were carried out with funding by the United Nations Development Program (UNDP) and a grant from Japanese Grant Facility (JGF). The World Bank executed the pilot for a period of three years, during 1993-96, financed by two additional JGF grants.
