BACKGROUND

This United States Agency for International Development (USAID) funded Feed the Future Asia Innovative Farmers Project, began implementation by Winrock International (WI) in Nepal, Bangladesh and Cambodia in 2016.The project contract is until 2021. The goal of the project is to increase food security, reduce poverty and improve economic sustainability by facilitating agricultural innovation, technology diffusion and strengthening the regional economic environment. The project works with local government officials, universities, research institutions and the private sector to research, pilot and improve availability, access and adoption of agricultural technologies.

POSITION DESCRIPTION

The Senior Program Officer (SPO) will work under the direct supervision of the Country Director.S/he will support the Regional Managers and project partners to implement the country level plan with focus on policy related works to strengthen the economic environment and address market access barriers. S/he will be supporting overall project interventions, and operations, including coordination and networking, in-country sub-awards/grants, M&E and database, progress review and reporting.

WI is seeking candidates for a SPO in Cambodia, Bangladesh and Nepal, for its USAID funded Feed the Future Asia Innovative Farmers Project.

ESSENTIAL RESPONSIBILITIES

  • Support theCountry Director to ensure timely and high-quality implementation of the project activities
  • Assist with gap analysis of policies and measures impacting the economic environment
  • Support the organization, participate in, and in some cases, facilitate multi-stakeholder engagement through meetings, workshops, dialogues and other events to identify and prioritize issues, review and assess technologies and evaluate partnerships
  • Organize meetings in coordination with the Regional office
  • Support inidentifying, engaging and strengthen networks of national level policy making institutions, private sector, academia, civil societies, financial institutions involved in agricultural policies and development and dissemination of agricultural technologies
  • Provide timely inputs for progress reports and work plans
  • Assist in monitoring and evaluating (M&E) data collection and ensure online database is prepared in a timely manner.This will include reminding partners and data validation.
  • Assist in inventorying existing primary and secondary data sources and assessments that may be relevant to this project.
  • Support in preparing research/trial design and establishment, analyze data and related reports
  • Works closely with implementing and collaborating partners, technology innovatorsto conduct field visits to observe field activities
  • Assist in preparing case studies, anecdotes,brochures, booklets and learning materials for wider dissemination
  • Other tasks asassigned by the Country Director and Regional Managers

QUALIFICATIONS AND REQUIREMENTS:

Education: at least Bachelor degree in agricultural science/business administration. Master’s degree preferred. Preference will be given to those having work experience in agriculture and government affairs.

Experience: the ideal candidate will have the following experiences:

  • Six to ten years of experiences in agriculture development
  • The SPO must be good at working in a team, have good creative, analytical, and communication skills and the ability to work under pressure
  • Fluency in spoken and written English is a prerequisite
  • Understanding of agriculture business, value chains is an added advantage
  • INGO experience is strongly preferred; experience on donor-funded projects desired
