Job Description

Senior Human Resource Manager- (No. of Requirement:1) - Level 10

The Senior Manager Human Resources is a management role reporting to the Chief Operating Officer who will be responsible for leading and managing the human resources function including but not limited to manataining, developing, and monitoring HR strategy, policies, procedures; contributing at both strategic and operational level in order to identify HR priorities and recommend appropriate HR management solutions; overseeing the payroll process; managing the performance appraisals, compensation and benefits, legal compliance of personnel rules and regulations for the organization.

Required Qualification and Competencies:

  1. Master degree in related field from recognized university and legal education is an advantage.
  2. Minimum 10 years of work experience in Human Resource Management at managerial role.
  3. Preference of HR management in hospital/ medical/ NGO/ corporate and or industry field.
  4. Experience in developing, implementing and monitoring the compliance of HR system, policies and procedures.
  5. In-depth knowledge about labour law/ regulations of the Government of Nepal and HR best practices.
  6. Ability to lead and manage HR issues and maintain confidential information in a professional manner.
  7. Excellent people management and strong team building skills with ability to develop team spirit across all teams and departments.
  8. Excellent language skills in English and Nepali including the ability to compose, edit, analyse and report using complex HR data/ information.
  9. Familiarity and skill with the tools of the trade in human resources including HRIS, MS Office, file management and benefits administration.
  10. Experience in organizational development and change management.

Main Responsibilities:

  1. 1. Maintain and develop organization strategies by identifying and researching human resources issues; contributing information, analysis and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
  2. Determining coordination with all department heads and other related resources requirements of the organization and developing and submitting HRD plans and programs for necessary approval.
  3. Executing HRD plans and programs after obtaining necessary approval.
  4. Developing and maintaining relations with other organizations/institutions and training institutions (national & international) regarding HRD activities.
  5. Ensuring the record keeping of approved posts and posting and making arrangements for fulfilling vacant posts through transfer, internal recruitment or new recruitment.
  6. Ensure the records keeping of attendance, overtime, leave, service period and other personal information of all staff.
  7. Budgeting: Develop, monitor and update the annual budget for human resources to ensure the sound management of the organization's HR and that the function has all the resources required to meet its objectives within agreed financial parameters.
  8. Act as focal person to encourage and maintain sound employee relations by undertaking all necessary consultation and negotiation with staff on personnel issues (e.g. problems, complaints and grievances) to ensure that harmonious relationships and effective communications are maintained between management and staff and to solve them in line with prevailing policies, guidelines and procedures as required.
  9. Install a human capital development and coaching (by orienting, training, counselling and disciplining staffs) culture within the organization.
  10. Ensure all functional aspects of HR administration i.e. payroll execution and compensation are met. Maintain a pay plan by conducting periodic pay surveys of peer organizations as and when required.
  11. Review, design, development and management of performance measurement system for improving individual Contribution and driving overall organisational performance and individual development
  12. Ensure the required legal compliance on all statutory matters related to employees. Creating positive external relationships with view to further benefits to the organization
  13. Provide high level specialist advice to NEP/TIO stakeholders on recruitment procedures and candidate suitability while overseeing the coordination of all elements of the employee recruitment and induction processes.
  14. Review and formulate organization chart, employee job description and other HR regulations consulting with Line Manager and concerned stakeholders.
  15. Provide senior level support/ guidance to all areas and levels of NEP/TIO with respect to HR management issues as required.
  16. Leads by example in the positive implementation of HR initiatives and organization long term vision and mission

Employment term shall be on contract basis for 3 years, which is renewable/ amendable subject to satisfactory performance and other relevant factors as applicable.

Organization Summary

Nepal Eye Program was officially launched in July 1992 to support the prevention & control of blindness in Nepal and the region. Tilganga Institute of Ophthalmology (TIO) is the implementing body of the Nepal Eye Program, a not-for-profit, community-based, non-government organization. With an aim to act as a model for treatment, research and training, independent yet working in co-operation with all other eye care centres and organizations in Nepal, the current TIO facility was opened in 1994.

In the early years, working with The Fred Hollows Foundation (FHF), Australia, TIO played a key role to help refine and adapt a practical, safe, and affordable technique of intraocular lens implant for cataract surgery in developing countries. Another key achievement in the early days was the establishment of the country's first eye bank, in conjunction with Tissue Banks International in Baltimore, USA, and Lions International.
