Oxford Policy Management (OPM) is seeking to recruit a Team Leader for an anticipated regional DFID-funded project. The project seeks to increase cities productivity, improve access to reliable and affordable power, as well as scaling-up economic infrastructure investment in South and South-East Asia.

The ideal candidate will be an established Team Leader or Chief of Party, with great experience leading projects involving infrastructure and urban development in South and South-East Asia, particularly Nepal. They will be comfortable liaising with senior members of governments, with public and private sector organisations, and with stakeholders based in multiple countries. As well as overseeing, they will also coordinate with technical experts in urban economic development, spatial planning and infrastructure design and financing.

Responsibilities
Subject to confirmation, the key responsibilities for this position are likely to include:
• Management of the programme and delivery of results as per the programme’s final log-frame
• Ensuring effective communication with DFID and delivering strategic stakeholder management 
• Core team direction, management and communication
• Overseeing work plan implementation, tracking project budgeting and financial performance
• Ensuring and maintaining technical quality

Requirements:
• An extensive experience in international project management, especially adaptive projects, involving the direct coordination of project activities with high-level governmental officials, partners and DFID or other donors
• Proven and significant leadership experience in technical areas of urban development and infrastructure, including a successful record of technical management (e.g., Chief of Party, Project Manager, Team Leader, etc.)
• An undergraduate degree in engineering, spatial planning or similar technical field; advanced degree preferred
• Strong analytical and problem-solving skills, excellent oral and written communications skills and interpersonal skills, including a good command of written and spoken English.
• Ability to plan, organise, use time effectively, handle multiple tasks and deliver within tight deadlines.
• Previous experience working in Nepal essential.
• Previous experience in Bangladesh, Indonesia or Vietnam would be a plus
• Substantial and current operating knowledge of DFID procedures would also be preferable
