Job Description

Position: Principal Manager – Project Development and Delivery Unit - PPPs

Line Manager: APPIIC Private Sector Lead, with day to day management by IBN CEO

Role:

The Principle Manager – Project Development and Delivery Unit will be responsible for the effective management of the Project Development and Delivery Unit team and its portfolio of projects, moving them through the project stages towards operation.      

Responsibilities:

Technical

  • Support the OIBN CEO in representing the GoN on all potential PPP projects across all sectors within the mandate of the IBN as specified in the PPP and Investment Act 2019;
  • Support the OIBN CEO on any aspects of PPP projects;
  • Be responsible for leading the OIBNs efforts on all Public Private Partnership projects;
  • Lead on planning and execution of all stages of Public Private Partnership projects and manage the PDDU team in: identifications and screening; project preparation studies; procurement and legal documentation preparation; negotiation with successful bidders; negotiations of PDAs (including working with the project owner on risk sharing arrangements); follow-up on PDA compliance; assist project owners in achieving financial close; lead on the management of the monitoring of project owners during construction and operations and maintenance of projects.
  • Be responsible for ensuring OIBN complies with provisions of PPP and Investment Act 2019 for all PPP projects;
  • Lead on the preparation of Board meetings on all aspects and decisions relating to PPP projects, in partnership with the other Principle Managers;
  • Support the work of Joint Secretaries at IBN on all aspects of PPP projects as required;
  • Upon direction of the CEO, support the mobilisation and coordination of support of other donor agencies (e.g. ADB, WB, IFC) and potential financiers interested in supporting individual PP project or IBNs capacity to manage PPP projects.
  • Support the development of the IBN regulations as per the 2019 Act and support the promotion of a participatory and inclusive approach to the development of those regulations.
  • Liaise with APPIIC technical staff to enhance the quality of submission of the Board; the quality of the PPP procurement processes; quality of the negotiations with bidders; and the quality of any follow-up and compliance actions in support of IBN compliance to legally binding documents, the 2019 Act etc.
  • Responsible for managing external technical inputs into all aspects of PPP projects: e.g. drafting TOR for outsourcing external consultants on any aspects of PP projects; managing contracts with external consultants; provide QA/QC of deliverables of external consultants; report to IBN Board on any aspects of the external inputs provided; report back to APPIIC on the quality and progress of external consultants to ensure accountability to DFID;
  • Assist in identifying opportunities to fund activities in connection to PP transactions, regulations development and implementation that fit the requirements of Financial Aid over the next three FYs
  • Support OIBN in liaising with other Line Ministries on all aspects of PP projects (for example on HPP he/she will need to support IBN in liaising with the Ministry of Energy and NEA and any other government stakeholders)

Management

  • Manage the APPIIC embedded consultants within the Project Development and Delivery Unit at the OIBN in terms of talent management; effective allocation of consultants across the portfolio; performance monitoring; professional development and wellbeing;
  • Lead all internal meetings on PPP projects with embedded consultants;
  • Manage and quality assurance the inputs of short terms consultants supplied by APPIIC in support of OIBNs PPP function;
  • Assist in strengthening the IBN functions and operations to meet the requirements of DFID Financial Aid.

Reporting

  • Support the IBN CEO in all aspects of reporting for all PPP projects to the GoN institutions; the Board and Ministry of Finance and others as necessary;
  • Lead the reporting requirements as per the 2019 Act, for all PPP projects to ensure good governance of the implementation of the Standard Operating Procedures for all PPP projects;
  • Comply to all reporting requirements to APPIIC and DFID in relations to all PPP projects under the mandate of IBN;
  • Assist OIBN in fulfilling the reporting requirements for DFID’s financial aid.

Person Specification:

  • Required: Relevant first degree in engineering, economics, law or finance;
  • Required: Postgraduate degree in business administration, Finance, Engineering, Law, and Economics

Essential:

  • At least 10 years’ experience in the field of international development, or infrastructure development, infrastructure financing, investment promotion.
  • Required: experience in managing PPP procurement processes or post-procurement processes for at least one large project in any relevant sector: i.e. transport, energy, tourism, water and sanitation
  • Required: relevant experience in Nepal
  • Required: Experience managing mid-size teams of technical experts

 

Desirable:

  • Relevant experience with IFIs, International donor agencies
  • Relevant experience in the financial sector especially in project finance
  • Relevant experience in mainstreaming gender into projects and programmes would be an advantage
