Job Description

Position:           Senior Manager - Environmental and Social Standards Compliance

Line Manager:  APPIIC Private Sector Lead, with day to day management by IBN CEO

Role:

The Principal/ Senior Manager will be responsible for the effective management of all aspects of environmental and social (E&S) compliance by IBN in every PPP projects and Private Investment as per PDAs and PIAs 

Responsibilities:

Technical

  • Support the OIBN CEO in any aspects pertaining to E&S and infrastructure projects and private investment in Nepal across all sectors within the mandate of the IBN.
  • Make sure that E&S issues and standards are properly represented in all regulations, guidelines, and any other legal and policy documents produced by IBN for PPP projects and private investment.
  • Execute, when required, E&S due diligence assessments on potential projects and investment.
  • Advice the OIBN CEO and other government officials on the best course of actions when E&S issues arise during the implementations of PDAs, PIAs and during implementations of projects.
  • During implementation (e.g. construction phase) of projects, assist the GoN MDAs in monitoring compliance to agreed E&S standards.
  • Prepare Terms of Reference for external short-term consultants for both due diligence assessments and monitoring reviews – and manage the execution of the agreed work.
  • Provide the appropriate guidance, when required, to Provincial institutions on all aspects of E&S in projects and investment.
  • Contribute to the risk matrix for every projects and investment on E&S as required.
  • Contribute on the preparation of Board meetings on all aspects and decisions relating to E&S issues arising from projects and investment.
  • Support the work of Joint Secretaries at IBN on all aspects of E&S as required.
  • Upon direction of the CEO, support the mobilisation and coordination of support of other donor agencies (e.g. ADB, WB, IFC) and potential financiers on all aspects of E&S.
  • Liaise with APPIIC technical staff to enhance the quality of submission of the Board; the quality of the E&S compliance processes; quality of the negotiations with bidders; and the quality of any follow-up and compliance actions in support of IBN compliance to legally binding documents, the 2019 Act etc.
  • Support OIBN in liaising with other Line Ministries on all aspects of E&S.

Management

  • Manage the APPIIC embedded consultants within the Shared Services Unit at the OIBN in terms of talent management; effective allocation of consultants across the portfolio; performance monitoring; professional development and wellbeing.
  • Attend and contribute to all internal meetings on PPP projects and investment with embedded consultants.
  • Manage and quality assurance the inputs of short terms consultants supplied by APPIIC in support of OIBNs E&S compliance.
  • Assist in strengthening the IBN functions and operations to meet the requirements of DFID Financial Aid.

Reporting

  • Support the IBN CEO in all aspects of reporting for all E&S issues arising from projects and investment; the Board and Ministry of Finance and others as necessary;
  • Contribute to the reporting requirements as per the 2019 Act, for all projects and investment to ensure good governance of the implementation of the Standard Operating Procedures;
  • Comply to all reporting requirements to APPIIC and DFID in relations to E&S for all projects and investment under the mandate of IBN;
  • Assist OIBN in fulfilling the reporting requirements for DFID’s financial aid.

Person Specification:

  • Required: Master degree in either sustainability, social and/or environmental sciences, environmental engineering, natural science, environmental economics; ecology or related discipline. A First degree would be acceptable but the minimum working experience will be increase to at least 15 years.
  • Required: Knowledge of international standards (e.g. Asian Development Bank,  IFC Performance Standards, OECD, ILO, Human Rights), certifications and E&S risk profiles (ISO 9001; ISO 14001, OHSAS 18001; SA 8000);
  • Knowledge and experience of Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Environmental and Social management Framework (ESMF) and Environmental and Social Management Systems (ESMSs), including social aspects of development projects (e.g. health and safety, involuntary resettlement components), operations monitoring and evaluation, and compliance assessment.

Essential:

  • Required: Minimum of 8 years relevant working experience with a Master’s degrees; minimum 15 years with a first degree.
  • Required: E&S-expertise preferably in infrastructure projects, private investment in manufacturing, extractives industries, or other related sectors.
  • Required: relevant experience in Nepal
  • Required: Experience managing mid-size teams of technical experts

Desirable:

  • Experience with IFIs, International donor agencies
  • Experience in mainstreaming gender into projects and programmes would be an advantage
