Terms of Reference (TOR) for

Vocational training for the youth of Siddhalek Rural Municipality, Dhading


About Organization:

FOCUS-Nepal was established and registered in Dhading district in 2003 and affiliated with Social welfare council in the same year with the objective to promote the local community for saving credit, fund generation and mobilization in their own initiation, to help the disadvantaged, excluded communities, ethnic groups, women, Dalits to identify and mobilize their own capabilities and resources so that they could become self-reliant, to help community people on reproductive health, HIV & AIDS for secure life, to conduct social mobilization programme for the conservation of forest and environment and natural resource management, to mobilize local communities for community development and infrastructure (like; drinking water and sanitation, irrigation, school building and community building, rural road, rural electrification etc.) construction and improvement, to raise awareness of local community in health, education, human rights, women and children rights, gender and equitable development, social discrimination reduction, conflict resolution and peace building process, to implement income generation programs related to livestock, skill-based cottage industry, agriculture and forest and to build capacity of local community based organizations including natural resource management groups to take charge of their development.


FOCUS Nepal has been implementing a project “Sampanna- Resilient Nepal” with support of Christian Aid Nepal in Siddhalekh Rural Municipality of Dhading District. This project focused on strengthening Community Resilience through Diversification of Livelihood and Promoting Disaster Preparedness, economic empowerment through livestock, agriculture and entrepreneurship. Since Dhading was affected by mega earthquake 2015 and also most of the people have lose their previous work and compelled to visit foreign country for their livelihood and most vulnerable only have subsistent livelihood. Most of the community people are falling back on achievement due to the lack of skill based vocational training. To lift the quality of life of poor and vulnerable it is realized that strengthening capacity of community through skill development is very important which can lead subsistent livelihood practice to more income generation through skill-based entrepreneurship development. Having the high opportunity due to the lack of vocational and useful skill youth are not getting good works and stand on their own income. Therefore; FOCUS Nepal has been working to strengthen local capacity through vocational skill development, their job placement and small-scale enterprise development.


The major objective of the project is to Facilate and provides vocational training for the youths of Siddhalek Rural Municipality, Dhading.   Provide skill development training and make them able to do their work themselves as a skilled manpower. The specific objectives are as follows:

  • Enhance diverse   skills of the youth through vocational training.
  • Provide Vocational training as per the guidelines of CTEVT/TVET.
  • Economic empowerment of youth and establish them as the entrepreneur in the future.
  • Tie up their skill and knowledge with the technology.
  • Certify them for the works as their needs and demands.

Scope of Assignment:

Dhading was one of hardly hit district by 2015 Earthquake. The infrastructures and livelihood of community were severely affected.    After earthquake various part of district was also affected by several landslides. Along with other area Siddhalek Rural municipality is worst hit by earthquake as several households are internally displaced, livestock loss, human injuries and infrastructure damage. Beside 2015 earthquake and landslide, fire and decreased productivity due to changed climatic condition are other disasters affecting community of Siddhalek RM. Different organizations have worked in this Siddhalek RM in the sector of WASH, Livelihood, Shelter, DRR, GESI and other relevant sectors. However, addressing the need of uplifting the life standard of marginalized are not initiated in as per requirement. Strengthening capacity of local youth who’s families are more dependent on remittance or they only have subsistence livelihood through vocational skill development is the one of the recommended option. Most of the youths are engaged in non productive works and several yours are compelled to go abroad for their livelihood. There are lots of areas in skill development which can change the lifestyle and strengthen the livelihood of youths in the community. Most of the youths are interested on having vocational training on plumbing, fabricating, driving, electrician, and mechanical works in Siddhalek RM of Dhading district. This RM is attached with Prithivi and Kalu Pandey high way and has close access with Chitwan, Kathmandu and Pokhara. If we can provide training of Skill development then they can engage in their own works with full of skill and it supports to youth entrepreneurship as well as decrease the numbers of crime, foreign employment etc. On this regard this project aims to provide vocational training for the 12 numbers of youths to diversified and strengthen their livelihood and positive step on the slogan of economic empowerment.

Responsibilities and Deliverables of Consultant:

  • Provide vocational training for the youths and coordinate for the employment services
  • Conduct feasibility study, demand status and needs assessment of Siddhalek RM about the vocational training.
  • Collect personal details of finalized candidates of the training.
  • Provide (CTEVT/TVET level 1) skill training according the needs of finalize trainee.
  • Coordinate with CTEVT/TVET and provide training certificated for the trained manpower.
  • Prepare training completion report and handover to the organization.

Methodology and Approach:    

  • Provide training on the basis of the curriculum of CTEVT/TVE.
  • Change the curriculum as per the demand of the market.
  • Training has to focus on 80% practical and 20% theoretical classes.
  • Training must be residential.
  • Instead of vocational training useful skill for life must be incorporated.
  • Conduct training of 390 hours altogether. (6 days per week and 5 hours per day)
  • Services providers must take trainee for the observation visit of the works at least three times of the training period.
  • Monthly skill test of the trainee must be taken to evaluate the learning.
  • Participate the trainee in the skill test of CTEVT/TVET.  
  • Provide certificate after completion of the training.
  • Prepare and submit training completion report.

Job Specification

Required Qualification of human resource:

  • Manage qualified and experiences trainer for the training.
  • Head (main) trainer must have taken CTEVT Level-2 and Training of Trainer (TOT). 
  • Assistance trainer must have completed CTEVT Level-1 and Training of Trainer (TOT).

Training duration:

Training must be of 390 hours. (6 days of week and minimum 5 hours per day). Similarly, on the job training should be included during training tenure.

Responsibilities of FOCUS Nepal:

  • Manage the trainee for the training.
  • Manage the transportation fees for the trainee twice during the training period.
  • Provide the expenses of the training as agreed.
  • Frequently monitor the training location and provide suggestions for the services providers and trainee during the training.
  • Frequently inform Christian Aid and other relevant stakeholders about the training and its features.

 Qualifications of service providers:

  • Tax clearance and Audit of the consultancy each year.
  • Have own hostel

Payment Procedure:

The payment will be on installment basis. 40% payment will be made after a week of agreement signed and 40% will be paid based on the evaluation of delivery of 90% work. Remaining 20% will be disbursed after submission of financial and technical report. All applicable taxes will be deducted as per Government of Nepal’s rules.
