Working Hours & Location : 41 hour per week , TLMN Country Office

Overview:
PM will support the development and implementation of the strategic direction of TLM Nepal projects, priorities and strategies in alignment with TLM Global Strategy. PM will bring in-depth knowledge on inclusive and gender transformative project management and experience of working with national NTDs and/or disability programs, global partners, donors and partner agencies including major institutional donors and local and international NGOs. This position reports to the Country Director of TLM Nepal Country Office. The PM’s main responsibilities include:

  • Provide strategic operational support by drawing on a thorough understanding of TLM Neplal projects, project management practices and organizational regulations. Coordinate country programme and strategy development in close coordination with the Country Director
  • Oversight and management of Programme Operations and high quality programming in line with the objectives of Country Strategy. Provides direction and integrative coordination in planning, development and implementation of a comprehensive programme support those affected by leprosy, NTDs, disability and marginalization
  • Ensure programmes are implemented in responsive ways towards communities in line with TLM Nepal values and strategy, following all compliances and policies.
  • Lead Project Cycle Management for all TLM Nepal implemented projects and partner projects
  • Establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
  • Enhance internal and external communications among project and department leadership and teams, supporters and partners to deliver on expectations and outcomes 
  • Ensure preparation of timely and high quality reports, and donor reports in coordination with project teams.
  • Review project data and definition of any problems, identification of resources needed and coordination with external partners for problem solving.
  • Plan and develop new projects/programmes ensuring feasibility, sustainability and exit strategies and lead write-up of concept notes and donor proposals in close coordination with the Country Director, programme team and partners. Solicit national and international funding sources, provide leadership in planning,d evelopment and implementation of strategies and initiatives for generating programme resources
  • Engage in opportunities to build TLM Nepal’s impact and portfolio in NTDs, Disability, CBID, Education, Training and Capacity Building (or other relevant development areas) through engagement in business development efforts, fundraising, donor engagement, corporate partnerships, where appropriate and possible.
  • Implement rigorous quality enhancement and quality assurance process with substantive technical input as well as reviews
  • Expand, adapt and support successful projects to leverage resources and partners to deliver larger results in a sustainable way
  • Support the programmes team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Support the recruitment, training, and promotion of operations staff, including area office staff, and ensure the availability of appropriate professional development opportunities for staff.
  • Compliance with TLM and donor financial policies and procedures, ensuring all SOPs are followed, and supporting accurate and timely financial records and reporting
  • Further develop partnership cooperation and ensure active collaboration with partner organizations
  • Strengthen knowledge through sharing and skills of staff, across TLM Nepal , by supporting sharing of lessons learnt across and disseminating and supporting appropriate use of guidance and tools
  • Ensure implementation of TLMN’s core policies including safeguarding
  • Ensure that project implementation is aligned with the national as well as Global strategies
  • Provide technical advice and quality assurance in the preparation of program work plans, budgets, monitoring and evaluation plans and procurement and supply management plans
  • Monitor grants financial and programmatic delivery– financed program in close collaboration with the MOH/Municipality and support DC and Finance Manager in reallocating funds when required to maximize programs overall results
  • Support to ensure annual staff training plan of the team are being designed, approved and implemented in close collaboration with TLM Nepal HR
  • Perform miscellaneous job-related duties as assigned

Qualifications Education and Experience:

  • Master’s Degree in any relevant discipline and a minimum of 5 years’ progressive experience implementing and leading technical and program activities for donor-funded health programs, experience in disease control and implementation of health programs;
  • At least 3 years’ experience and demonstrated expertise in project management and fundraising
  • Understanding and appreciation of country-led health, disability or development strategies
  • Experience of working across health and disability sectors

  • Recognized global and national leprosy/LF expert with ability to engage effectively and shape dialogue in global forums
  • Established professional relationships with key stakeholders in the leprosy/NTD, disability sector
  • Ability to successfully coordinate with MOHP officials, donor organizations, I/NGOs, research institutions, and other agencies
  • Ability to interact with staff at all levels in a fast paced environment, sometimes under pressure, and be proactive, resourceful and efficient, with a high level of professionalism
  • Demonstrated ability to lead and influence across multiple

Organization Summary

 The Leprosy Mission began work in Nepal in 1957, opening Anandaban Hospital on a quiet hillside near Lele in Lalitpur District, some 18km south from the centre of Kathmandu. At that time leprosy was a very visible health problem in Nepal, the only recognised treatment being limited in its effect. The developing work included out-patient as well as in-patient services. Over the years major developments have included the addition of a Training Centre, the development of Mycobacterial Research Laboratory and the start of Community-Based Rehabilitation programmes.
