Job Description

Background:

Integrity Action is an internationalcharity that helps communities fix failing development projects. Our mission is to empower citizens to act with and demand integrity. Through Integrity Action’s Community Integrity Building approach (CIB)we train citizens to monitor public services and the construction of infrastructure projects such as roads, health clinics and schools. Citizen monitors work to hold local government to account, to ensure that funds are used as designated and that services benefit those for whom they are intended.

Nepal is one of Integrity Action’s focus countries. Our local partners have trained over200 citizen monitors since 2010, who have then monitored over 100 projects. As a consequence of the tragic earthquakes that took place in April  and May of 2015, Integrity Action and its partners decided to concentrate their efforts in monitoring reconstruction projects in the District of Sindhupalchowk, with the ultimate aim of monitoring no less than 80% of all infrastructure projects in the district.

 

Integrity Action is looking for an experienced, organised, and motivatedCountry Coordinator who will contribute to the success of our strategy in Nepal. The coordinator will be based in Sindhupalchowk and will be hired for a minimum of 6 months on a part time basis (25 hours per week), with thepotential for this position to evolve into a longer term, full time contract.

The Country Coordinator will have the critical role of assisting the Programme Director (based in Jerusalem) in the overall management, implementation, and evaluation of Integrity Action’s multiple projects in Sindhupalchowk as delivered by our local partners.

Key Tasks:

  • To support our local partners to deliver Integrity Action’s funded projects in the district by working closely with monitors, tracking workplans and To provide guidance to our local partners on project implementation, highlighting where challenges could arise and then elaborating potential mitigating strategies; the coordinator will work through full involvement in project implementation and developing close relationships with project stakeholders
  • To provide monitoring and evaluation data to Integrity Action, including data analysis and suggestions for improvements
  • To be the first point of contact for all stakeholders, including Integrity Action’s staff, Integrity Action’s partners, local monitors, donors, local authorities, contractors, civil society organisations and the community
  • To make sure that citizen monitoring is carried out regularly and according to the agreed plans and that citizen monitors have the support they need, identifying engineers and technical experts to assist in the monitoring when needed
  • To support our local partners and Integrity Action’s staff in the logistical organisation and delivery of monitors’training and other events.
  • To look out for new opportunities in Nepal to scale up our programme, identify potential partners and funding opportunities
  • To support citizen monitors with uploading projects data onto our online monitoring tool – DevelopmentCheck (following training on the tool)
  • To provide relevant information (including photos) to Integrity Action’s staff for news items and blog posts and to write success stories where results are achieved, as well as less successful projects from which lessons can be learned
  • To support Integrity Action’s staff with the review of our partners’narrative and financial grant reports
  • To research and write case studies to capture the impact of our projects in Sindhupalchowk
  • To attend and represent Integrity Action in meetings held in the district or the capital
  • To liaise with academics and other NGOs working in a similar field to inform CIB programmes and share findings across relevant stakeholders

Skills and Qualifications:

  • At least a Bachelor Degree in political science, development studies, public administration, or other relevant field; advanced degree preferable
  • At least 3 years of experience in coordinating programmes in NGOs
  • Ability to analyse data efficiently and concisely report findings to management, partners and external stakeholders
  • Fluency in Nepali
  • Good level of English
  • Excellent communication and interpersonal skills
  • Proficiency in the use of Microsoft Office software (MS Word, Excel, etc).
  • Available for travel across Nepal if required
  • Knowledge of issues related to integrity and governance and an interest in post-conflict and development issues, human rights and social justice
  • Fast learner, self-driven, open to new ideas and hardworking
  • Team working skills and ability to work independently

Additional Information:

The Country Coordinator will report totheDirector of Integrity Education (based in Jerusalem). They will also liaise with other Integrity Action staff based in our offices in Nairobi and London.

The Country Coordinator will be based in Sindhupalchowk district, ideally in Chautara. Integrity Action does not currently have an office in Sindhupalchowk but we will look for office space and can provide accommodation if the chosen candidate does not already reside in the district.

This is a part time 25h/week position, with the possibility of extension and increase to a full time position, pending funding. Salary range is 30,000 – 40,000 NPR/per month according to experience.
