Job Description

KEY AREAS OF ACCOUNTABILITY: 

  • Develop and implement MEAL plan for the project in close coordination with the Team Leader, AIN and NFN project coordinators and other AIN, SCI and NFN project team members.

  • Support TL and AIN and NFN project coordinators in the design preparation and implementation of activities, aligning the activities with the project objectives and results indicators as well as preparing indicators for the annual DIPs.

  • Lead in developing monitoring tools, reporting guidelines, data collection, analysis and keeping and reporting tools in coordination with the project teams from NFN and AIN.

  • Produce periodic reports and analysis to inform the project management team, Operational Management Committee, and Project Steering Committee for informed decision and adjustments. 

  • Lead in reviewing progress and preparing consolidated progress reports of the project. 

  • In collaboration with AIN and NFN members, explore innovative ways of measuring impact through the project to contribute to its goals.

  • Ensure that all team members, including the province offices, understand, and complete and submit the required data (monthly or otherwise) in a timely manner.

  • Identify documentation, learning and sharing and opportunities arising from monitoring and other mechanisms.

  • Identify, document and appropriately disseminate results from various campaigns, advocacy and interventions of AIN and NFN. 

  • Ensure that the monitoring, reporting, data quality, accountability and evaluation standards meet the required standards. 

  • Design and lead the qualitative analysis, case studies, success stories, lessons learned documentation and media products. 

  • Provide technical support to consultants in conducting baseline, mid-term and endline studies mainly on methodologies, tools and sampling strategies.

  • Assist consultants for research, survey and evaluation as necessary and participate in review, research and evaluations.

  • Ensure regular monitoring visits are conducted as per the agreed plan and monitor the quality of program interventions against the minimum standards.

  • Produce and share high quality MEAL reports on a regular basis to relevant people in line with the agreed protocols.

  • Ensure that periodic MEAL reports are shared and debriefed at different levels, action plans for addressing the quality gaps are developed and followed up. 

  • Ensure that the budget for the implementation of the MEAL plan and activities are adequately incorporated in project budget. 

  • Liaise with MEAL focal persons from NFN, AIN and SCI for sharing, learning and updates on new developments on MEAL and related requirements.

  • Support project team in conceptualizing the activities or interventions, aligning them with the results indicators, and reporting of the same. 

  • Explore opportunities and facilitate MEAL related learning and sharing among NFN and AIN members. 

  • Assist consultants for research survey and evaluation as necessary and participate in review, research and evaluations

  • Collect, review and compile progress monthly, quarterly, semi annually and annually from AIN and NFN and submit to Team Leader. 

  • Provide regular orientation and technical assistance to NFN and AIN members project team to ensure reliability and quality of data. 

  • Take initiatives and work as an active member of the project team.

QUALIFICATIONS AND EXPERIENCE

 

  • Master’s/Bachelor's degree in Economics, Development Studies, Statistics or related Social Sciences.

  • Minimum 7 years’ experience in leading, developing and managing M&E systems for large scale, complex, multi sectoral programmes, particularly related to EU-funded projects. 

  • High level of technical skills, knowledge and experience on strategic planning, program design using various logical modules including log-frames, result framework etc. 

  • Have knowledge, experience and conceptual understanding on accountability, especially to communities and beneficiaries.

  • Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)

  • Demonstrated ability to work effectively in a multi-cultural setting with a wide variety of stakeholders.

  • Ability to analyze information, evaluate options and to think and plan strategically.

  • Excellent interpersonal, communication and representation skills.

  • Ability to present complex information in a understandable manner, and to use innovative forms of communication

  • Fluency in written and spoken Nepali and English languages.
